Two schemes turned one year old on the same day, and both published the same kind of number. The pulses mission reported production at 274.09 lakh tonnes against 256.83 a year earlier, with imports down 31.52 per cent in value. Its 2030-31 target of 350 lakh tonnes multiplies out correctly - 310 lakh hectares at 1,130 kg a hectare - but area has to rise 8 per cent and yield 18, so two-thirds of what remains has to come from productivity rather than from land. The district agriculture scheme reported its hundred districts moving from an average score of 18.85 in April to 46.89 in August, with governance scoring highest and irrigation lowest. Both numbers are real. Both measure how fast the paperwork is moving.
The quiet legal change of the week was the GST Council's. Arrest powers under GST are to go entirely, by omission of Section 69 of the Act. The prosecution threshold rises from one crore rupees to five. No show cause notice will issue below ten thousand rupees of tax, including for notices already pending. A vehicle may be stopped for an e-way bill check only on specific intelligence and with an authorised officer's approval. The accompanying backgrounder two days later did not mention that almost all of it requires amendment of the central Act and of every mirror State Act, so none of it is law yet.

It was a good week for statistics and a revealing one. A draft guideline on state domestic product disclosed, almost in passing, that no State or Union Territory compiles private final consumption - about three-fifths of the economy, and no State government knows from its own books what its households spend. Two frigates left for two exercises and the announcements came two hours apart - INS Trishul to Plymouth to work with the Royal Navy, INS Sahyadri to Vladivostok to work with the Russian one. The other number to keep is the human rights commission's: in thirty-three years it has registered more than 24 lakh cases and recommended 274 crore rupees in relief, about 8.3 crore a year - and a single two-day sitting in Patna this week disbursed more than one crore of it.
