Week 39 was the week India's commissions spoke for themselves.

The research fund did something new, three times. Rs 285 crore on Tuesday, Rs 63.84 crore on Wednesday, Rs 200 crore on Thursday - to an electric aircraft firm, a satellite imaging firm and a launch vehicle firm, and not one of them a grant. All three went out as optionally convertible debentures, which means the state is taking positions in deep technology rather than making payments. That is the policy shift of the week, and it was announced in three separate releases that never mention each other.
Registration was the week's other theme, and not a flattering one. Three crore youth registered on a national platform with no activity figure attached. Ten lakh drivers signed up to a cooperative taxi service completing 20,000 rides a day - one ride per registered driver every fifty days. 46,780 anti-drug volunteers against a target of one lakh. Registration is the cheapest thing a digital platform can count, and the least informative.
Two documents are worth keeping for their arithmetic.
