Week 38 was the week the Supreme Court turned up in the administrative record twice.

On 16 September a judgment of 30 January became a Health Ministry advisory telling every State that stem cell therapy is standard care only for listed indications. On 17 September a judgment of April 2024 became a six-month bridge course for primary teachers appointed between two particular dates without the required qualification. Neither instrument is legislation. This is the ordinary route by which a constitutional court changes what the administration does, and it is worth watching because it leaves no statutory trail.

The week's numbers were mostly about measurement. Wholesale inflation printed at 9.92 per cent and retail at 4.82, hours apart, from two ministries, on two series both rebased this year. The monthly labour bulletin showed every gain in the rural half. Three days later the statistical office published district-level labour indicators for the first time and the unemployment rate turned out to be the least informative column in the table - it barely moves across districts, while the share of young people in neither work nor education swings from under 10 per cent to over 30.

Semiconductors took three days and ended where it began. Twelve projects approved, five in commercial production, and all five of them assembly and packaging units - the three approved fabrication plants are still being built. The outlay for the second phase, Rs 1,27,500 crore, appears only in the closing release.

Two things are worth carrying forward. The first is the day of railway approvals on 19 September, which priced four interventions against each other and found that one level crossing costs what train protection on 321 route kilometres costs. The second is the green tribunal's conference, where two Union Ministers dated the same non-fossil milestone four years apart on consecutive days, and the Attorney General argued that climate action has to move beyond declarations to enforceable mechanisms.
