Week 36 was a week of missing denominators. Again and again the number in the headline was published and the number that would have made sense of it was not. The National Commission for Protection of Child Rights asked States for data under seven heads — rescues, FIRs, rehabilitation, restoration, mainstreaming, compensation — and published figures under two: 3,800 children and 575 FIRs, with nothing on what happened to any of them afterwards. The Home Minister's narcotics conference set 26 lakh kilograms seized over 2004-2014 against 1.19 crore kilograms over 2014-2026, two windows of different lengths, and gave no case count, no arrest count and no conviction rate. The vulture workshop at Panchkula published one breeding centre's year — 356 birds housed, 35 chicks bred — and no figure at all for the wild population those chicks exist to rebuild. India and Belgium agreed to double bilateral trade in five years and the joint statement contains no trade figure to double. RAKSHA gave defence diplomacy a ten-year frame on four pillars with no target attached to any of them.
Two cases are worth memorising because the missing denominator is the whole story. The National Biodiversity Authority crossed Rs 200 crore in access-and-benefit-sharing disbursement and released Rs 8.23 crore to State Boards — but the seed companies had bought their bitter gourd, okra, chilli and onion on the open market, so no provider community could be traced, and the money was apportioned by area under cultivation instead. Benefit sharing without an identified beneficiary. And the Vibrant Villages Programme backgrounder never states its own ratio: other Ministries have sanctioned 1,655 projects in VVP-I villages against the 1,248 the Home Ministry sanctioned from the programme's own money, so most of the work in these villages carries no VVP rupee.
The exception proves the habit. Q1 GDP printed at 7.8 per cent on Monday and the Ministry of Statistics then spent four days publishing the method — the rebasing to 2022-23, the new Output Producer Price Index and Banking Services Price Index, double deflation and a manufacturing implicit deflator of minus 1.5 per cent, and an upward revision of the three preceding years. One number, four days of showing the working. Set that beside ECLGS 5.0, where the arithmetic is printed but never performed: Rs 2,50,024 crore of guarantees issued against a Rs 2.55 lakh crore ceiling means about Rs 4,976 crore of headroom decides when the scheme closes, not the 31 March 2027 date in its own rules.
One thing to practise: when a release gives you a total, write down what it is a total of before you use it. Half this week's cards turn on that question, and in an answer it is the difference between quoting a figure and understanding one.
On 5 September the NCSC gave Punjab seven days over reservation in 1,013 lecturer posts; on 31 August it sought arrests within five days in Tarn Taran, where a report ordered in May had still not arrived.
