Posted On: 13 MAR 2026 11:47AM by PIB Delhi STATEMENT ON “PROJECTS APPROVED UNDER NLM-EDP” (a) The Department of Animal Husbandry & Dairying, Government of India is implementing the National Livestock Mission – Entrepreneurship Development Programme (NLM-EDP) from financial year 2021-22. Under this programme, 50% of the capital cost with ceiling of ₹50.00 lakh as capital subsidy is provided directly to the beneficiary. The beneficiary arranges the remaining cost of the project through bank loan (10% margin money is compulsory) or through own contributions. Till date in Dharmapuri district, 2 sheep and 2 goat projects (total 4 projects) have been approved. Total project cost approved is ₹161 lakh. Total capital subsidy approved is ₹72.31 lakh. All projects are approved to individual beneficiaries. Out of the four projects, one project is fully completed and received both installments of subsidy totaling ₹42.07 lakh. Two projects have received the first instalment of subsidy amounting to ₹9.15 lakh. One project has not received any subsidy as it is yet to fulfill the required criteria. (b) The Central Government provides financial support to States for awareness creation, including seminars, publicity campaigns, and outreach programmes across India, including Dharmapuri district. Under the National Livestock Mission, ₹25 lakh has been released to the Tamil Nadu Government for statewide awareness and publicity during 2025-26. 22 livestock farmers have received skill development training in Dharmapuri district under the “Vetri Nichayam” initiative. (c) The scheme is demand-driven and fully digitized. Applications are submitted online by beneficiaries and examined by the State Implementing Agency for viability and by banks for financial feasibility as per guidelines. The Department of Animal Husbandry and Dairying, Government of India accords approval on receipt of completed application through online portal from the State Implementing Agency. For this transparent process, there is no constraints such as limited awareness, delayed subsidy release, credit linkage issues or veterinary infrastructure gaps affecting implementation of the programme. (d) The Department of Animal Husbandry & Dairying implements the National Livestock Mission – Entrepreneurship Development Programme (NLM-EDP) in the following manner: Applicant applies through online portal. State Government evaluates the application as per guidelines issued by the Department of Animal Husbandry and Dairying Department (DAHD), Government of India. Recommended application is forwarded to the bank for loan sanction. Bank sanctions loan after examining the proposal as per norms of the bank. The application then comes to DAHD. DAHD examines the application and approves the project. The bank releases 25% of the sanctioned loan. Beneficiary starts the project, utilizes the disbursed loan amount and 10% margin money (25% of project cost in case of self-financed projects).
