DAIRY COOPERATIVES AND FARMER REMUNERATION

Posted On: 01 APR 2026 5:11PM by PIB Delhi The state-wise details of milk procurement and liquid milk sales by dairy cooperatives over the last five years are enclosed at Annexure . Prices are decided by the dairy cooperatives and other dairies themselves based on their cost of production and market forces. The dairy cooperatives ensure a remunerative and stable price structure for milk producer members by revising the milk procurement price to compensate for increase in cost of production. In most of the dairy cooperatives, the procurement and payment thereof are automated and the payment is credited directly in the bank account of the dairy farmers. The Government of India is implementing the following major schemes to ensure that the dairy cooperatives remain farmer centric and competitive are: White Revolution 2.0: Ministry of Cooperation has launched White Revolution 2.0, a cooperative-led initiative aimed at expanding cooperative coverage, employment generation and women’s empowerment while promoting sustainability and circularity practices with an objective "To increase the procurement of dairy cooperatives by 50% from the present level over the next five years by providing market access to dairy farmers in uncovered areas and increasing the share of dairy cooperatives in organised sector. The activities envisaged under White Revolution 2.0 are funded under the National Programme for Dairy Development (NPDD). So far, 24,350 new Multi purpose Dairy Cooperative Societies (M-DCS) have been formed and 19,592 Dairy Cooperative Societies have been strengthened. Supporting Dairy Cooperatives & Farmer Producer Organisations engaged in dairy activities (SDCFPO): To assist the State Dairy Cooperative Federations by providing interest subvention (regular 2% and additional 2% on prompt repayment) with respect to soft working capital loan to tide over the crisis on account severely adverse market conditions or natural calamities. Animal Husbandry Infrastructure Development Fund (AHIDF): AHIDF provides interest subvention at the rate 3% per annum for creation/ strengthening of livestock product processing and diversification infrastructure thereby providing greater access for unorganized producer members to organized market. National Livestock Mission (NLM): To bring sharp focus on entrepreneurship development and breed improvement in poultry, sheep, goat, piggery and fodder by providing the incentivization to the individual, FPOs, SHGs, Section 8 companies (for entrepreneurship development) and also to the State Government for breed improvement infrastructure. Sustainability and Circularity in Dairy Sector: A key focus under White Revolution 2.0 is the promotion of sustainability and circularity across the dairy value chain through adoption of climate-smart practices, efficient resource utilisation, and renewable, low-emission solutions, in line with the vision of &ldquo;Gold out of Garbage ( कचरे से कंचन )&rdquo; . In this regard, two multi-State cooperative societies have been established, namely: (i) Cooperative Inputs and Services Delivery Multi-State Limited registered under Multi-State Cooperative Societies Act, 2005 on 31.12.2025 for provision of quality inputs and services such as animal feed, disease control and artificial insemination; (ii) Gomay Sahkari Samiti Multi-State Limited registered under MSCS Act, 2005 on 31.12.2025 for scientific management and utilisation of cattle dung; and These initiatives aim to enhance productivity, promote circular economy and generate additional income and employment opportunities for rural households. ***** Annexure A.
