The Budget Session ended on a rare note of failure: the Constitution (131st Amendment) Bill, 2026 — the delimitation-linked vehicle for women's reservation — fell short of the two-thirds majority under Article 368(2), so the Nari Shakti arc that ran Mon-Sat closes unresolved. Track it as a process card (816-seat model, 543 frozen since 1971, Shah's southern-share table) rather than a settled fact. The week's other spine was the Strait of Hormuz response: one notified instrument, the Natural Gas and Petroleum Products Distribution Order, 2026 under the Essential Commodities Act, 1955, recurred in every daily briefing — learn the Order, not the cylinder counts. On the science side it was a genuinely heavy week: PFBR first criticality (stage-two of the three-stage programme), the SHANTI Act workshop, the AIGEG/TPEC AI-governance pair, and India's first chip-fab notified at Dholera. Two quiet recurrers deserve a second look — the Bonded Labour System (Abolition) Act, 1976 surfaced twice via NHRC's brick-kiln hearings, and the VB-G RAM G Act (a 125-day statutory rural-employment guarantee) was named only in a review meeting.
