VAJRA-SAT exercise prepares India for foot-and-mouth SAT-1
A two-day tabletop exercise at ICAR-NIVEDI, Bengaluru, brought 83 participants from 25 States and 3 Union Territories together to plan for foot-and-mouth disease serotype SAT-1, which has not been reported in India.
What happened
- DAHD and ICAR-NIVEDI, Bengaluru, held the National Tabletop Exercise 'VAJRA-SAT' on FMD serotype SAT-1 on 4-5 November 2026.
- SAT-1 has not been reported in India; it has spread beyond Africa to parts of West Asia, so the exercise was run as preparedness.
- 83 participants from 25 States and 3 Union Territories took part, with vaccine makers and defence and border guarding agencies.
- A National Security Council Secretariat director stressed inter-agency coordination and border vigilance against transboundary animal diseases.
- The concluding session urged stronger diagnostic capacity, including regional FMD laboratories and RDDLs, with ICAR-NIFMD support.
For Prelims
- Foot-and-mouth disease: a highly contagious viral disease of cloven-hoofed animals such as cattle, buffalo, sheep, goats and pigs; it seldom infects humans but cuts milk output and hits trade.
- Serotypes: FMD virus has seven serotypes (O, A, C, Asia-1, SAT-1, SAT-2, SAT-3); immunity to one does not protect against another, so vaccines must match the circulating strain.
- SAT: Southern African Territories; the SAT serotypes were long confined to sub-Saharan Africa, which is why SAT-1 in West Asia is watched. India's circulating serotypes are O, A and Asia-1.
- National Animal Disease Control Programme: launched in 2019 to control FMD and brucellosis through mass vaccination, with a national aim of FMD-free status by 2030 (PIB 2282663).
- ICAR-NIVEDI and ICAR-NIFMD: NIVEDI, Bengaluru, works on veterinary epidemiology and disease informatics; NIFMD is the ICAR institute for foot-and-mouth disease, at Bhubaneswar.
- Compartmentalisation and zoning: methods recognised by the World Organisation for Animal Health (WOAH) to certify a herd or area as free of a disease so trade can continue; the semen-centre meeting applies this.
- Tabletop exercise: a discussion-based drill in which officials work through a simulated outbreak, without moving animals or equipment, to test plans and roles.
- One Health and disasters: One Health links human, animal and environmental health; the National Disaster Management Plan, 2019 includes biological disasters, which cover epidemics.
For UPSC: VAJRA-SAT: tabletop exercise on FMD serotype SAT-1 (not reported in India), 4-5 November 2026, ICAR-NIVEDI Bengaluru; 83 participants, 25 States, 3 UTs; theme 'Detect Early, Confirm Fast, Contain Together'.
What it is NOT: The release does not give the exercise's findings or recommendations in detail, a timeline for SAT-1 vaccine access or a stockpile, or any funding. It says nothing on how the virus might enter, which borders are at risk, or how many animals are exposed. FMD's link to the environment, wildlife or human health is not described. Participants' commitments are not listed, and the compartmentalisation meeting has no outcome stated.

Anchor
A disease that is absent today can still cost farmers heavily if it arrives. India has chosen to rehearse a response to foot-and-mouth SAT-1 before any case, treating animal disease as a risk to plan for.
Substantiation (data)
The tabletop ran on 4-5 November 2026 with 83 participants from 25 States and 3 Union Territories. SAT-1 has not been reported in India but has moved beyond Africa into parts of West Asia.
Position
Rehearsal ties together laboratories, States, vaccine makers and border agencies, and exposes weak links such as slow confirmation or movement control, at the price of a two-day meeting.
Counterpoint
A tabletop is not a live drill, and the release lists no findings, funding or vaccine plan for SAT-1. Wildlife and One Health angles are unstated, so the risk is framed only as a livestock and trade one.
Way forward
Publish the recommendations, build SAT-1 vaccine and diagnostic stocks, strengthen RDDLs and border quarantine, speed up compartmentalisation for trade, and add wildlife and veterinary surveillance.
Conclusion
Preparedness is cheap beside an outbreak. The measure of VAJRA-SAT will be what changes in laboratories, vaccines and border checks after the recommendations are written.
