Semicon 2.0 portal launched; 12 ECMS applicants approved
Applications for Pillars 2, 3 and 4 of Semicon 2.0 (outlay Rs 1,27,500 crore) are now live on a web portal, and 12 more ECMS applications with Rs 7,503 crore projected investment were approved.
What happened
- Ashwini Vaishnaw launched the Semicon 2.0 Web Application Portal; applications are now live for Pillars 2, 3 and 4.
- Semicon 2.0, approved by the Cabinet with an outlay of Rs 1,27,500 crore, rests on six pillars from chip design to talent development.
- Semicon 1.0 approved 12 projects across six States with over Rs 1.64 lakh crore of investment; 5 had begun commercial production by October 2026.
- The Minister set a target of at least three major equipment manufacturers and five chemicals and gases companies, and urged rigorous project selection.
- 12 more ECMS applications were approved (Rs 7,503 crore, 7,127 jobs, 7 States), taking the total to 118 applications and Rs 77,051 crore.
For Prelims
- India Semiconductor Mission (ISM): set up in December 2021 under the Ministry of Electronics and IT, with a Rs 76,000 crore programme for the semiconductor and display ecosystem; Semicon 2.0 is the next phase.
- ATMP / OSAT: assembly, test, marking and packaging, and outsourced semiconductor assembly and test, the back-end stage after wafers are fabricated; Pillar 4 aims at more advanced packaging.
- Fab: a fabrication plant that makes chips on wafers; PIB 2284784 says the first fab is scheduled to be commissioned in 2028.
- ECMS: the Electronics Component Manufacturing Scheme, approved by the Cabinet in March 2025 with an outlay of Rs 22,919 crore, supports components, sub-assemblies, supply-chain items and capital goods.
- EDA and C2S: Electronic Design Automation tools are software used to design chips; the Chips to Startup programme gives institutions access to them and trains students.
- Copper foil and CCL: copper foil is the input for copper clad laminate, the base of printed circuit boards, and is also used in lithium-ion cells.
- Cathode and anode: the two electrodes of a lithium-ion cell; the release lists anode material and cathode active material among the supply-chain products approved.
- Polypropylene film: a capacitor-grade dielectric film; its approval ties to domestic capacitor supply.
For UPSC: Semicon 2.0: Rs 1,27,500 crore, six pillars; portal live for Pillars 2, 3 and 4. ECMS: 12 more approvals, Rs 7,503 crore; total 118 applications, 34 products, 16 States.
What it is NOT: The release does not give application windows, incentive rates, selection criteria or timelines for Pillars 2, 3 and 4, and does not say what is open under Pillars 1, 5 and 6. The Semicon 1.0 figures are repeated without dates for the projects still under construction. ECMS gives projected, not realised, investment and jobs. No approved fab, equipment maker or chemicals company is named, and the three-plus-five target has no deadline.
For Mains
Syllabus: GS3.13 · GS3.8 · Linkage L1
Anchor
India imports most of its chips and electronic components. Semicon 2.0 and ECMS are an attempt to build the whole chain at home, from materials and machines to packaging, instead of assembly alone.
Substantiation (data)
Semicon 2.0 has Rs 1,27,500 crore. Semicon 1.0 approved 12 projects worth over Rs 1.64 lakh crore, five of them producing. ECMS has 118 approvals, 34 products and 16 States, with 12 added today at Rs 7,503 crore.
Position
A single portal for Pillars 2, 3 and 4 cuts the transaction cost of applying, and first approvals for copper foil, cathode material and specialty ceramics move the scheme upstream into materials.
Counterpoint
Investment and jobs are projected, and ECMS counts approvals, not plants running. Fabs and equipment need heavy capital, scarce water and power, and skilled people, and the first fab is due only in 2028.
Way forward
Publish realised investment and production per project, set milestone-linked disbursal, tie materials approvals to Indian chip and cell makers, expand design and talent pillars, and secure utilities for clusters.
Conclusion
The portal opens the next phase. Its test is how many approved projects reach production, not how many applications are approved.
