INS Sahyadri reaches Yokosuka for Exercise Malabar 2026
The indigenous stealth frigate INS Sahyadri arrived at Yokosuka on 4 November for Malabar 2026, which brings together the navies of India, Japan, the United States and Australia in a harbour phase followed by a sea phase.
What happened
- The Indian Navy's INS Sahyadri, an indigenous Guided Missile Stealth Frigate of the Eastern Fleet, arrived at Yokosuka Naval Base, Japan, on 4 November 2026.
- It will take part in Exercise Malabar 2026, which brings together the navies of India, Japan, the United States and Australia.
- The JMSDF welcomed the ship; the ceremony was attended by VAdm Yagi Koji, Commandant, Yokosuka District, and R Madhu Sudan, Deputy Chief of the Indian Mission.
- A harbour phase of professional interactions and coordinated planning will be followed by a sea phase with units of the United States, Australia and Japan.
- The release frames the participation under MAHASAGAR and a secure and stable Indo-Pacific, stressing interoperability and mutual trust.
For Prelims
- Malabar: began in 1992 as a bilateral India-US naval exercise; Japan became a permanent participant in 2015 and Australia joined in 2020.
- Quad: the four Malabar navies belong to the four Quad countries (India, Japan, the United States, Australia), though the release speaks only of the exercise.
- MAHASAGAR: announced by the Prime Minister in Mauritius in March 2025, widening the 2015 SAGAR vision (Security and Growth for All in the Region) to 'Mutual and Holistic Advancement for Security and Growth Across Regions'.
- INS Sahyadri: the third ship of the Shivalik-class (Project 17) stealth frigates, built by Mazagon Dock and commissioned in July 2012; the release calls it indigenous.
- Yokosuka: on Tokyo Bay, it is the base of the JMSDF Fleet and of the US Navy's Seventh Fleet.
- Eastern Fleet: based at Visakhapatnam under the Eastern Naval Command; the Western Fleet is at Mumbai under the Western Naval Command.
- Interoperability: the ability of different navies to operate together through shared procedures and communications; a PASSEX is a short passage exercise, as INS Tarkash held with Mauritius (PIB 2333245).
- Japan-India ties: a Special Strategic and Global Partnership since 2014, with the 2008 Joint Declaration on Security Cooperation as an early marker; JIMEX is their bilateral naval exercise.
For UPSC: Malabar 2026: INS Sahyadri (Eastern Fleet, Guided Missile Stealth Frigate) at Yokosuka, 4 November; India, Japan, United States, Australia; harbour phase then sea phase; MAHASAGAR.
What it is NOT: The release does not list the other ships taking part, the dates of the harbour and sea phases, or the drills planned, such as anti-submarine, air defence or gunnery serials. It does not say how many Indian ships or aircraft are involved, where the sea phase will be held, or whether the exercise has a theme. The word Quad does not appear, and nothing is said on any outcome beyond coordination and trust.

Anchor
India's trade and energy move by sea across the Indo-Pacific. Exercises with Japan, the United States and Australia build habits of working together at sea, the practical side of the strategic partnerships.
Substantiation (data)
INS Sahyadri reached Yokosuka on 4 November 2026. Malabar 2026 has four navies, a harbour phase for planning and a sea phase with American, Australian and Japanese units; Yokosuka's Commandant and India's Deputy Chief of Mission attended the welcome.
Position
A frigate built in India sailing to a Japanese base shows the Navy's reach and domestic shipbuilding together, and MAHASAGAR gives the voyage a wider purpose than a four-nation drill.
Counterpoint
Exercises are not alliances. The release speaks of coordination and trust, not of any joint operation or commitment, and the four navies bring different threat views, with India holding to strategic autonomy.
Way forward
Keep the exercise broad, add humanitarian relief and maritime domain awareness serials, share more of its content publicly, and balance it with exercises with Indian Ocean partners under MAHASAGAR.
Conclusion
Malabar 2026 is a drill with a diplomatic message. Its worth lies in interoperability that holds when it is needed.
