Cabinet gives 75% of Agniveers a second two-year term
After a four-year review the Cabinet kept Agnipath and added a second two-year engagement for the other 75% of Agniveers, followed by enrolment as regular soldiers subject to willingness and selection criteria.
What happened
- The Cabinet created a pathway for all Agniveers to be absorbed in the Defence Forces, citing positive feedback from the Forces after four years of the Agnipath Scheme.
- 25% of Agniveers will be offered regular employment on merit, as envisaged earlier.
- For the remaining 75%, another engagement period of two years has been approved for those who are willing, on the recommendation of the Forces.
- After the two years, all Agniveers will be offered enrolment as regular soldiers, subject to their willingness and selection criteria.
- The second engagement has higher remuneration, an enhanced Seva Nidhi package and seniority benefits; the release says the Agnipath scheme shall continue.
For Prelims
- Agnipath: announced on 14 June 2022, it recruits personnel below officer rank into the Army, Navy and Air Force on a four-year engagement; recruits are called Agniveers.
- Original design: up to 25% of each batch were to be retained in regular service for about 15 more years; the release repeats the 25% merit figure.
- Seva Nidhi: a corpus built from a monthly contribution by the Agniveer matched by Government, paid at exit; the release says the second engagement has an enhanced package.
- Department of Military Affairs: created in December 2019 with the post of Chief of Defence Staff, who heads it; it handles the Armed Forces' manpower and procurement matters.
- Age profile: the Kargil Review Committee (1999) and the 2001 Group of Ministers pointed to the need for a younger force; Agnipath was justified on that and on the pension bill.
- Legal basis: the Army Act, 1950, Navy Act, 1957 and Air Force Act, 1950 govern service terms; the Delhi High Court upheld the Agnipath scheme in February 2023.
- Constitutional anchor: Entry 1 of the Union List covers the defence of India and the armed forces, so recruitment terms are the Centre's decision.
- Women: the release says branches of the Forces have opened to women under the scheme; Navy and Air Force intakes also include women Agniveers.
For UPSC: Agnipath continues: 25% of Agniveers regular on merit; other 75% get 2-year second engagement, then regular soldiers if willing and selected; higher pay, enhanced Seva Nidhi, seniority.
What it is NOT: The release gives no figures for pay, the Seva Nidhi corpus or the cost of the second engagement. It does not say how many Agniveers are in each batch or how many will take the extra two years. It does not state what happens to those who are unwilling or fail the selection criteria, or whether the 25% quota or the Forces' sanctioned strength will change. It does not name the Services' separate rules, or say if the first intake is covered. Feedback is described as positive, with no survey data.

Anchor
Agnipath's four-year term was its most contested feature. By adding a second engagement and a route to regular service, the Cabinet addresses the question of what happens to the other 75%.
Substantiation (data)
25% of Agniveers go regular on merit; the remaining 75% get a second 2-year engagement, after which all are offered enrolment, with higher pay, enhanced Seva Nidhi and seniority benefits.
Position
A longer, better-paid second term gives trained personnel a stable path and gives the Forces experienced soldiers for longer, which answers retention and morale concerns without abandoning a younger force.
Counterpoint
Enrolment is 'subject to willingness' and selection criteria, so absorption is not guaranteed. A six-year term for most still sits short of the career soldier's tenure, and pension questions remain.
Way forward
Publish the criteria and numbers, set clear rules for those not selected, link Seva Nidhi and skilling to civilian jobs and review the 25% merit share with the Services.
Conclusion
The decision changes the scheme's shape and not its premise. The test is how many Agniveers end up as regular soldiers.
