Vayo Samman Abhiyan: 5C model to link generations
The Social Justice Ministry will launch an intergenerational bonding campaign under the Atal Vayo Abhyuday Yojana: a 5C model, 12 thematic areas, Vayo SAATHI volunteers aged 18 and above, and a handbook for States and districts.
What happened
- The Social Justice Ministry will launch the Vayo Samman Rashtriya Abhiyan, a National Intergenerational Bonding Campaign, on 4 November 2026 under the Atal Vayo Abhyuday Yojana (AVYAY); Dr Virendra Kumar will launch it.
- The campaign is built on a '5C' model - Connect, Converse, Co-create, Contribute and Continue - and runs across 12 thematic areas, including '30 Minutes Together' and 'Digital Dada-Dadi'.
- The Ministry says the population aged 60 and above will rise from about 10 crore (2011) to 23 crore by 2036, or from 8.4 per cent to 14.9 per cent of the total.
- Vayo SAATHI is a digitally enabled volunteer initiative for citizens aged 18 and above, with registration on the SCW SAMAVESH Portal or JEEVAN App and a certificate for volunteers.
- A Handbook will set out roles of States, Districts and community institutions, and the Department will sign MoUs with Shri Ram Chandra Mission and Adhyatma Vigyan Satsang Kendra, Jodhpur.
For Prelims
- AVYAY: the Atal Vayo Abhyuday Yojana, launched in 2021, subsumed the National Action Plan for Senior Citizens and put the Ministry's senior-citizen schemes under one umbrella; its IPSrC component got Rs 77.98 crore for 755 projects in the quarter to 30 September 2026 (PRID 2329714).
- Statutory base: the Maintenance and Welfare of Parents and Senior Citizens Act, 2007 makes maintenance of parents a legal duty and provides for tribunals and old-age homes.
- Constitutional base: Article 41, a Directive Principle, directs the State to make provision for public assistance in old age, among other cases.
- Policy: the National Policy for Older Persons, 1999 was the first comprehensive statement of Government policy on ageing; the Ministry of Social Justice and Empowerment is the nodal ministry.
- Demography: the release projects 23 crore people aged 60+ by 2036, 14.9 per cent of the population; the 2011 Census count was about 10 crore, or 8.4 per cent.
- Helpline: Elderline 14567 is the national helpline for senior citizens run by the Ministry; the SAMAVESH portal and JEEVAN app named in the release are the registration points for volunteers.
- Volunteer model: Vayo SAATHI stands for Support, Awareness, Assistance, Training, Health and Inclusion; it is open to all citizens aged 18 and above, including students and civil society groups.
- Why intergenerational: the release argues that migration, urbanisation and nuclear families have cut everyday contact; the 12 themes include digital literacy and cyber-fraud awareness for elders.
For UPSC: Vayo Samman Rashtriya Abhiyan under AVYAY: 5C model, 12 themes, Vayo SAATHI volunteers aged 18+; 60+ population 10 crore (2011) to 23 crore (2036); MoUs with SRCM, AVSK.
What it is NOT: The release does not give a budget, targets, a timeline or an evaluation method for the campaign, and does not say how many volunteers or districts it expects to reach. It does not explain how the campaign is funded within AVYAY, how volunteer safety and screening will work when 18-year-olds visit older persons, or what the two MoUs commit each partner to. It also gives no data on loneliness or elder abuse today.

Anchor
India is ageing while families shrink and scatter. Welfare for older people now means company and inclusion as well as pensions and healthcare.
Substantiation (data)
The population aged 60 and above is projected to grow from about 10 crore in 2011 to 23 crore by 2036, from 8.4 to 14.9 per cent of all Indians, and the campaign answers with a 5C model across 12 themes.
Position
Treating elders as mentors and youth as volunteers is the right framing; it builds social capital that state schemes alone cannot supply, and Vayo SAATHI lowers the barrier to joining.
Counterpoint
Campaigns without budgets and targets fade after the launch event. Volunteer screening, safety of older persons and continuity beyond pledge drives and walkathons are not addressed.
Way forward
Attach funds and district-level targets, publish volunteer data, train volunteers on elder abuse and fraud, and link the campaign to Elderline and local health services.
Conclusion
The 5C model ends with Continue. Whether the campaign outlives its launch is the measure.
