Soreng becomes India's first organic fisheries cluster
Sikkim's Soreng district is India's first notified organic fisheries cluster under PMMSY, and the Fisheries Minister launched an SOP for organic certification of fisheries in the North-East - farming Amur carp, major carps and trout without antibiotics, chemicals or pesticides.
What happened
- Fisheries Minister Rajiv Ranjan Singh reviewed PMMSY initiatives in Mangan district, Sikkim, on 2 November 2026, under the mechanism of Union ministerial visits to the North-East.
- He launched the SOP for Organic Certification of Fisheries in the Northeastern Region and inaugurated PMMSY projects worth Rs 375 lakh.
- Soreng district is India's first Organic Fisheries Cluster under PMMSY, avoiding chemicals, antibiotics and pesticides, with emphasis on Amur carp, Indian Major Carps and Trout.
- Under PMMSY, 34 fisheries production and processing clusters have been notified, including organic clusters in Sikkim and Meghalaya.
- Sikkim signed an MoU with ITBP to procure locally produced rainbow trout; KCCs and Mukhya Mantri Matsya Uthpadhan Yojana cheques were distributed.
For Prelims
- PMMSY: Pradhan Mantri Matsya Sampada Yojana, launched in 2020 for 2020-21 to 2024-25 with an outlay of about Rs 20,050 crore - the largest-ever investment in Indian fisheries.
- Cluster approach: PMMSY notifies production and processing clusters that integrate production, processing, value addition and marketing in one area; 34 are notified.
- Sikkim organic: Sikkim was declared India's first fully organic State in 2016; the fisheries cluster extends that model to aquaculture.
- Biofloc and RAS: biofloc uses microbial flocs to recycle waste into feed in small tanks; recirculating aquaculture systems filter and reuse water - both cut water use and discharge.
- Antibiotics in aquaculture: their overuse contributes to antimicrobial resistance and has led to rejection of seafood consignments in export markets.
- Coldwater fisheries: trout farming in the Himalayan States; a Rs 2,299 crore coldwater programme aims at 5,000 tonnes of trout (carded 18 October, PRID 2324891).
- Kisan Credit Card for fishers: KCC was extended to fisheries and animal husbandry in 2018-19.
- Amur carp: an improved strain of common carp, faster-growing and suited to hill aquaculture, widely stocked in the North-East.
For UPSC: Soreng (Sikkim) = India's first organic fisheries cluster under PMMSY; SOP for organic fisheries certification (NE) launched; 34 PMMSY clusters; Sikkim fully organic since 2016.
What it is NOT: The release gives no production volume, number of farmers or area in the Soreng cluster, no certifying agency or standard behind the SOP, and no price premium expected for organic fish. It does not say how feed and seed will be certified as organic, or how compliance will be monitored.

Anchor
Aquaculture is India's fastest-growing food sector and one of its heaviest users of antibiotics and chemicals. Sikkim's organic fisheries cluster is a bet that clean production can pay.
Substantiation (data)
Soreng is the first organic fisheries cluster among 34 notified under PMMSY, backed by a new SOP for organic certification in the North-East and Rs 375 lakh of projects.
Position
Certification turns environmental care into a market premium, which is more durable than regulation alone in getting farmers to give up chemicals.
Counterpoint
Organic premiums need volume, cold chains and buyers; small hill clusters may struggle to supply markets consistently, and weak certification would undermine trust.
Way forward
Link the SOP to a recognised national organic standard; build cold chains and institutional buyers like the ITBP trout deal; and publish residue testing results.
Conclusion
Sikkim made its fields organic a decade ago. Its ponds are the next test of whether that label sells.
