India and EU prepare to implement their FTA
Commerce Secretary Rajesh Agrawal met three European Commission Directors-General and Antwerp's diamond industry; both sides committed to settle 'remaining procedural and implementation-related issues' of the FTA concluded in January.
What happened
- Commerce Secretary Rajesh Agrawal met European Commission DGs Ditte Juul Jorgensen (DG TRADE), Koen Doens (DG INTPA) and Gerassimos Thomas (DG TAXUD) in Brussels.
- With DG TRADE, both sides reaffirmed a 'fair, balanced and mutually beneficial agreement' and agreed to address remaining procedural and implementation-related issues.
- With DG TAXUD the focus was customs cooperation, trade facilitation and preparations for implementing the India-EU FTA through digitally enabled customs.
- He met diamond industry representatives linked to Antwerp on traceability, certification and responsible sourcing; India and Belgium see gems and jewellery as a priority area.
- He joined a BusinessEurope roundtable and, with Ambassador Pranay Verma, a business roundtable on 30 October on opportunities under the FTA.
For Prelims
- India-EU FTA: negotiations concluded at the 16th India-EU Summit, New Delhi, 27 January 2026; talks began in 2007 as the Broad-based Trade and Investment Agreement, stalled in 2013 and were relaunched in 2022.
- From conclusion to force: after negotiations close, the text is legally scrubbed, translated, signed, and ratified - in the EU by the Council and the European Parliament.
- European Commission DGs: DG TRADE handles trade policy, DG TAXUD customs and taxation, DG INTPA development partnerships; the Commission negotiates trade agreements on behalf of all 27 members.
- EU as trade partner: the EU is among India's largest trading partners in goods, and trade policy is an exclusive EU competence.
- CBAM: the EU's Carbon Border Adjustment Mechanism, whose definitive phase began in 2026, is a separate measure from the FTA that affects Indian steel and aluminium exports.
- Diamond hubs: Antwerp is a historic centre of rough diamond trade; Surat cuts and polishes most of the world's diamonds; Mumbai's Bharat Diamond Bourse is a major trading centre.
- India-EU TTC: the Trade and Technology Council, launched in 2022, is a parallel forum; it has funded joint work such as EV battery recycling (carded 6 May, PRID 2258320).
- Earlier push: Goyal's four-nation Europe tour in July promoted the FTA (carded 19 July, PRID 2286360); the India-BLEU Joint Economic Commission met in Luxembourg on 29 October (PRID 2330346).
For UPSC: India-EU FTA concluded 27 Jan 2026 (16th summit; talks since 2007, relaunched 2022); Commerce Secretary met DG TRADE, DG TAXUD, DG INTPA in Brussels on implementation and customs.
What it is NOT: The release does not say what the 'remaining procedural and implementation-related issues' are, when the FTA will be signed or enter into force, or whether legal scrubbing is complete. It gives no trade figures and does not mention CBAM, steel safeguards or the sustainability chapter, the issues most likely to complicate ratification.

Anchor
Concluding a trade deal is a headline; implementing it is customs codes, certificates and procedure. India's Commerce Secretary spent a week in Brussels on the second, harder part.
Substantiation (data)
Meetings with DG TRADE, DG TAXUD and DG INTPA covered the FTA's 'remaining procedural and implementation-related issues', customs preparation and development cooperation, nine months after the deal concluded on 27 January 2026.
Position
Early work on customs and rules-of-origin procedures is what turns tariff cuts into real market access for Indian exporters, especially MSMEs.
Counterpoint
Ratification in the European Parliament can stall over labour, environment and CBAM disputes, and unresolved non-tariff barriers can blunt the deal's value even after it enters force.
Way forward
Publish a ratification and implementation timeline; prepare exporters on rules of origin and EU standards; and negotiate a CBAM arrangement alongside the FTA.
Conclusion
Twenty years of talks produced a deal in January. The next months decide when Indian exporters feel it.
