EPFO contributors: 3.49 crore in 2014-15, 7.98 crore now
A PIB backgrounder on social security puts EPFO's contributing members at 7.98 crore, pensioners at 82 lakh and annual claims at 6.42 crore, and lists the service changes behind them - as EPFO marks its 74th Foundation Day on 1 November.
What happened
- A PIB backgrounder on India's social security coverage says EPFO's contributing members rose from 3.49 crore in 2014-15 to about 7.98 crore (16 September 2026), with 7.68 lakh establishments contributing.
- Pensioners rose from 51.04 lakh (2014-15) to about 82 lakh, and claims settled from 1.30 crore to 6.42 crore in the year to October 2026.
- Under the Code on Social Security, 2020, the EPF Scheme 2026, EPS 2026 and EDLI 2026 replace the earlier schemes; EDLI offers insurance of up to Rs 7 lakh without a separate premium.
- Withdrawal rules were simplified - 13 provisions into 3 categories, up to 10 withdrawals for education and 5 for marriage, up to 75 per cent of the balance after 12 months - and auto-settlement raised to Rs 5 lakh; EPFO 3.0 aims to cut settlement from up to 20 days to under 3.
- On the 74th Foundation Day (1 November), Labour Minister Mansukh Mandaviya will launch automatic settlement of inoperative accounts with balances up to Rs 1,000 and EPFO services through WhatsApp.
For Prelims
- EPFO: a statutory body set up under the Employees' Provident Funds and Miscellaneous Provisions Act, 1952, now governed by the Code on Social Security, 2020, and run by a tripartite Central Board of Trustees chaired by the Labour Minister. Its Foundation Day is 1 November.
- Three pillars: provident fund (EPF), pension (EPS, originally 1995) and deposit-linked insurance (EDLI, originally 1976); all three have been reissued as 2026 schemes under the Code.
- Wage ceiling: raised from Rs 6,500 to Rs 15,000 in September 2014 and from Rs 15,000 to Rs 25,000 in September 2026, expected to bring 51 lakh more employees under mandatory coverage (carded 16 September, PRID 2310811).
- Social protection coverage: the backgrounder says coverage rose from 19 per cent in 2015 to 68.4 per cent in 2026, over one billion people - the ILO-cited figure carded on 31 July (PRID 2292305).
- PM Samajik Sahayata Yojana: the renamed National Social Assistance Programme, revised in October 2026 for 2026-31: old-age pension Rs 200 (60-79) and Rs 500 (80+), widow pension Rs 300/500, family benefit Rs 20,000, disability threshold cut to 40 per cent (carded 22 October, PRID 2326529).
- Code on Social Security, 2020: consolidates nine central social security laws; provides gratuity to fixed-term employees after one year, 26 weeks of maternity benefit, and recognises gig and platform workers.
- e-Shram and PM-SYM: e-Shram (August 2021) had 31.89 crore registrations by August 2026, and its One-Stop Solution (October 2024) integrates 15 schemes. PM-SYM is a voluntary, contributory pension scheme for unorganised workers.
- VISHWAS 2026 and AMNESTY 2026: EPFO's one-time schemes. VISHWAS settles disputes over damages and penalties at reduced rates - 0.25, 0.50 or 1 per cent a month for pre-14 June 2024 defaults; AMNESTY lets establishments regularise their provident fund status.
For UPSC: EPFO contributors 3.49 crore (2014-15) to 7.98 crore (Sep 2026); pensioners 82 lakh; 6.42 crore claims/year; EDLI up to Rs 7 lakh; 74th Foundation Day 1 Nov.
What it is NOT: The backgrounder repeats more than it announces: the wage-ceiling rise, the coverage figure and the NSAP revision were all released earlier. It does not say how many of the 7.98 crore are new formal jobs rather than existing workers newly registered, gives no claim rejection rates or current average settlement time, and states no pension amounts, including how many EPS pensioners receive only the minimum. It says the EPF Scheme 2026 replaced a scheme it also dates 2026 - an evident slip for 1952.

Anchor
EPFO is the closest thing India's formal workforce has to a social security state, and its membership is one of the few direct gauges of formalisation.
Substantiation (data)
Contributing members rose from 3.49 crore in 2014-15 to about 7.98 crore by September 2026, pensioners from 51.04 lakh to about 82 lakh, and claims settled from 1.30 crore to 6.42 crore a year.
Position
The service reforms matter as much as the coverage. Simplified withdrawals, auto-settlement up to Rs 5 lakh and pensions payable at any bank branch turn a savings scheme workers distrusted into one they can actually use.
Counterpoint
Membership growth overstates formal job creation, since registration drives and amnesty schemes enrol existing workers. Easier withdrawals also erode retirement savings, and EPS pensions remain low for most members.
Way forward
Publish net new members by age and sector, claim rejection rates and settlement times; review the adequacy of EPS benefits; and extend EPFO's digital model to the unorganised-sector schemes under the Code.
Conclusion
EPFO has more than doubled its contributors in a decade. Whether that is formalisation or better counting is a question its own data could answer.
