A 2.30 crore life-certificate target, mostly by face scan
DoPPW's fifth nationwide Digital Life Certificate campaign, 1-30 November in 2,000 cities and districts, aims for 2.30 crore certificates, 1.50 crore of them by face authentication, with banks, post offices, UIDAI and pension agencies running a month of camps.
What happened
- The Department of Pension & Pensioners' Welfare will conduct the 5th nationwide Digital Life Certificate (DLC) campaign in 2,000 cities and districts from 1 to 30 November 2026, under guidelines notified by an O.M. of 13 August 2026.
- Billed as the biggest-ever DLC campaign, it adopts a saturation model aiming at 2.30 crore DLCs, including 1.50 crore face-authenticated DLCs.
- A whole-of-government approach links pension-disbursing banks, India Post Payments Bank, pensioners' welfare associations, CGDA, DoT, Railways, EPFO, State governments, UIDAI and MeitY, the last two providing technical support for face authentication on Android and iOS.
- Camps will run in 'Utsav' mode with health check-ups and Aadhaar updation, with doorstep services where required and grievance officers handling DLC complaints with an immediate-resolution approach.
- Mega camps will be held where pensioners are concentrated, attended by senior DoPPW officials who will also carry out on-ground reviews; DD, AIR and PIB will publicise the drive through SMS, jingles and short films (#DLCCampaign5).
For Prelims
- Life certificate: pensioners must furnish proof of being alive each year to keep drawing pension. A Digital Life Certificate generated through Jeevan Pramaan, the Aadhaar-based biometric system launched in 2014, removes the need to appear before the disbursing agency; a DLC is valid for one year.
- Face authentication: the Aadhaar face-authentication route for DLCs was launched in November 2021. It needs only a smartphone camera, unlike fingerprint or iris devices, which matters for elderly pensioners whose fingerprints often fail to register.
- Track record: DLC Campaign 3.0 (2024) generated about 1.62 crore DLCs. Campaign 4.0 (November 2025, target 2 crore) had crossed 1.54 crore by 1 December 2025, over 91 lakh of them by face authentication. Campaign 5's target of 2.30 crore is the highest yet.
- DoPPW: part of the Ministry of Personnel, Public Grievances and Pensions, and the nodal department for policy on Central Government pensioners. Defence, Railways, telecom and EPFO run their own pension systems, which is why each is a separate campaign partner.
- CGDA: the Controller General of Defence Accounts heads the Defence Accounts Department, which administers defence pensions through SPARSH (System for Pension Administration (Raksha)).
- Post offices and IPPB: 785 district post offices and India Post Payments Bank extend the campaign beyond bank branches, including doorstep generation of certificates, alongside 19 pension-disbursing banks.
- Aadhaar authentication: performed by UIDAI under the Aadhaar Act, 2016; face authentication is one mode alongside fingerprint, iris and OTP-based verification.
- Why saturation: pension can be withheld until a missing life certificate is filed, so the campaign combines camps, doorstep visits and grievance officers to leave as few pensioners as possible without a valid certificate after November.
For UPSC: DLC Campaign 5 (DoPPW): 1-30 Nov 2026, 2,000 cities/districts; target 2.30 crore DLCs, 1.50 crore by face authentication; 19 banks, 785 post offices; Jeevan Pramaan (2014).
What it is NOT: The release gives no count of how many pensioners need a certificate this year or how many still file on paper, so the 2.30 crore target cannot be read as a share of anything. It does not report last year's final total, the failure rate of face authentication among the very old, or how pensioners without smartphones, with Aadhaar mismatches or in poorly connected areas will be reached beyond the promise of doorstep service.

Anchor
A pension is a promise that ends at death, so the State asks every pensioner each year to prove they are alive. How easily that proof can be given decides whether an 85-year-old keeps getting paid.
Substantiation (data)
DoPPW's fifth DLC campaign, 1-30 November 2026 in 2,000 cities and districts, targets 2.30 crore certificates, 1.50 crore by face authentication, with 19 banks, 785 district post offices, UIDAI and MeitY; last year's drive had crossed 1.54 crore by 1 December.
Position
Face authentication is the right default. It needs only a phone camera, works at home, and removes the fingerprint failures and travel that made the annual certificate a hardship for the oldest pensioners.
Counterpoint
Digital-by-default can miss those it cannot reach: pensioners without smartphones, with Aadhaar mismatches or with poor connectivity. A target driven by face counts can also push agencies towards easy cases rather than hard ones.
Way forward
Publish district-wise coverage and failure rates; keep assisted and paper routes open without penalty; and move towards automatic proof of life from death-registration data, so that the annual certificate eventually becomes unnecessary.
Conclusion
The best life certificate is one a pensioner never has to think about. Campaign 5 shortens the distance; it does not yet remove it.
