The next banking decade is reliability, not reach
Inaugurating the RBI's data centre and cybersecurity training institute at Bhubaneswar, the Prime Minister said the past decade banked the unbanked and the coming one must make banking dependable against cyber attack.
What happened
- The Prime Minister inaugurated the RBI's Data Centre and Cybersecurity Training Institute at Bhubaneswar, calling it beneficial for Odisha and the country.
- On inclusion: over half the population was outside banking until 2014 despite nationalisation in the 1960s and 1970s; today nearly 60 crore Jan Dhan accounts mean every rupee disbursed reaches the beneficiary intact.
- On credit: 13 crore first-time entrepreneurs under Mudra, formal credit for street vendors and artisans through PM SVANidhi and PM Vishwakarma, and bank assistance to self-help groups representing 10 crore rural women.
- On social security: Atal Pension Yojana covering 9 crore citizens including 38 lakh in Odisha; PMSBY at Rs 20 a year for Rs 2 lakh cover and PMJJBY at under Rs 450; over Rs 25,000 crore of claims disbursed.
- On the new facilities: the past decade was banking the unbanked and the coming one is making banking efficient and reliable; he warned of cyber looters and cyber terrorists attacking economies and placed Odisha "from mines to microchips".
For Prelims
- Why a central bank runs its own data centre: the RBI operates core national payment and settlement infrastructure - RTGS, NEFT, the e-Kuber core banking system and government accounts - and under the Payment and Settlement Systems Act 2007 it is the designated regulator and operator, so availability and disaster recovery are statutory concerns, not IT housekeeping.
- The inclusion stack: PMJDY (2014) for zero-balance accounts, the JAM trinity of Jan Dhan, Aadhaar and mobile for transfers, DBT for subsidy delivery, and RuPay as the domestic card scheme operated by NPCI - the sequence that makes leak-free transfer possible.
- The three Jan Suraksha schemes: PMSBY (accident cover of Rs 2 lakh for a Rs 20 annual premium), PMJJBY (life cover of Rs 2 lakh for a premium under Rs 500) and the Atal Pension Yojana (guaranteed pension of Rs 1,000 to Rs 5,000 a month, administered by PFRDA) - micro-insurance and micro-pension, with claims paid from premium pools rather than the Budget.
- Mudra - the Pradhan Mantri Mudra Yojana - lends collateral-free up to Rs 20 lakh in the Shishu, Kishore, Tarun and Tarun Plus categories through banks, NBFCs and MFIs; PM SVANidhi lends to street vendors under the Street Vendors Act 2014 and PM Vishwakarma to eighteen traditional trades.
- Financial sector cyber architecture: the RBI's cyber security framework for banks, ReBIT for standards, CSITE supervision, CERT-In incident reporting directions of 2022, and the Financial Sector Cyber Security Strategy noted by the FSDC on 23 October - the policy layer this institute is meant to staff.
- Why training rather than technology: the binding constraint in financial cyber defence is skilled supervisors and incident responders; a dedicated institute is the capacity-building answer, in the same register as the Capacity Building Commission for the civil services.
- Odisha's electronics pitch: the State is positioning itself in semiconductors, electronics and data centres alongside its mineral base - the "mines to microchips" formulation - with central support flowing through Semicon India and the India Semiconductor Mission.
- Data centres as infrastructure: they were granted infrastructure status in the 2022 harmonised master list, which unlocks long-tenor lending; power availability, cooling and fibre are the siting constraints, and eastern India's advantage is cheap power and lower land cost.
For UPSC: PMSBY = Rs 20 a year for Rs 2 lakh accident cover; PMJJBY under Rs 450; APY 9 crore subscribers, 38 lakh in Odisha; 60 crore Jan Dhan accounts.
What it is NOT: Nothing about the facilities themselves - no capacity, tier, investment, staffing or training throughput for either the data centre or the institute, and no date by which either reaches full operation. The inclusion figures are cited without sources or reference dates, "complete elimination of leakages" is asserted rather than evidenced, and no breakdown is given of the Rs 25,000 crore of claims between the two insurance schemes. Nothing on what the institute will train - supervisors, bank staff, or both - or how it relates to the Financial Sector Cyber Security Strategy noted two days earlier.

Anchor
Inaugurating the RBI's data centre and cybersecurity training institute at Bhubaneswar, the Prime Minister said the past decade was about banking the unbanked and the coming decade must make banking efficient and reliable against cyber threats to the financial system.
Substantiation (data)
He cited nearly 60 crore Jan Dhan accounts as the basis for leak-free transfers, 13 crore first-time entrepreneurs under Mudra, formal credit for vendors and artisans through PM SVANidhi and PM Vishwakarma, and bank assistance to self-help groups representing 10 crore rural women. On social security: the Atal Pension Yojana covering 9 crore citizens including 38 lakh in Odisha, accident cover at a Rs 20 annual premium and life cover under Rs 450, with over Rs 25,000 crore of claims disbursed. He also cited nearly 1.75 lakh Ayushman Arogya Mandirs.
Position
The pivot is the right one and overdue. An inclusion programme measured in accounts opened becomes meaningless if the system behind those accounts is unavailable or compromised - and once 60 crore accounts carry welfare payments, the payment system is critical national infrastructure in the literal sense. Building a training institute rather than only a data centre also identifies the real constraint: supervisors and incident responders are scarcer than servers.
Counterpoint
The release tells us a building was opened and almost nothing about it. No capacity, no investment, no staffing, no training throughput, no operational date - so the one new fact of the day is unmeasurable. The inclusion figures, impressive as they are, are also recited without sources, and "complete elimination of leakages" is a claim that the government's own grievance data and periodic audits do not support in those terms.
Way forward
Publish the institute's mandate and intake - who is trained, how many a year, to what certification - and tie it explicitly to the Financial Sector Cyber Security Strategy that the FSDC took note of on 23 October. For the data centre, state the capacity and the disaster-recovery role it plays alongside the RBI's existing sites.
Conclusion
A sound thesis - reach first, reliability next - announced on the opening of two facilities we know nothing about. The thesis is citable; the buildings are not yet.
