Nearly four civilians died for every policeman in the Naxal war

At the National Police Memorial the Home Minister put the cost of the insurgency declared ended on 31 March 2026 at more than 3,600 security personnel and nearly 13,700 civilians since 1981 - and set 31 December 2029 as the date for a drug-free India.

What happened

For Prelims

For UPSC: The first consolidated human cost of the Left-Wing Extremism conflict in an official statement, plus a national deadline on narcotics. Deploy it on internal security and extremism, on the police and CAPF architecture in a federal system, and on drug trafficking as a security question.
What it is NOT: No year-wise breakdown of the 3,600 and 13,700, no district or State disaggregation, and no definition of what "freedom from Naxalism" means operationally - whether cadre strength, incidents, or districts notified as affected. Nothing on how many cadres surrendered or were killed, nothing on the status of the remaining notified LWE districts, and no data behind the drug-free-India deadline: no seizure trend, no addiction prevalence, no prosecution or conviction rate. The West Bengal claim of zero fatalities is asserted without a source, and the 36,852 figure is given without the annual number of police deaths that produced it.

Anchor
On Police Commemoration Day the Home Minister put the cost of the Left-Wing Extremism conflict at more than 3,600 security personnel and nearly 13,700 civilians killed between 1981 and March 2026, the insurgency having been declared ended on 31 March 2026, and set 31 December 2029 as the deadline for a drug-free India.
Substantiation (data)
The National Police Memorial, inaugurated in 2018, honours 36,852 police personnel killed in the line of duty since Independence. The day itself marks the Hot Springs ambush of 21 October 1959, in which ten CRPF men were killed in Ladakh. The CRPF, its CoBRA battalions and the Chhattisgarh Police were credited with the LWE breakthrough; the West Bengal Assembly elections were said to have passed without a single fatality; and a "Fight against Drugs" rally of about 90 riders from nine States and UTs, six CAPFs and the RPF, NDRF and NIA rode towards the Ekta Parade at Ekta Nagar.
Position
Putting a number on it is the right thing to do, and the number is the argument. Roughly 17,300 dead over forty-five years, of whom nearly four in five were civilians, describes a conflict whose principal victims were the people in whose name it was fought - which is why its end is a civilian achievement before it is a police one. The pairing with development in the affected districts, rather than security alone, is what the official policy has claimed since 2015 and what the figures now have to be tested against.
Counterpoint
A declaration is not a definition. Nothing in the release says what "freedom from Naxalism" is measured by - cadre strength, incidents, affected districts - or what happens to the Security Related Expenditure and fortified-police-station programmes now that the conflict is declared over. The drug deadline has the same problem in advance: 31 December 2029 arrives with no baseline prevalence, no seizure trajectory and no interim milestone against which 2027 or 2028 could be judged.
Way forward
Publish the year-wise and State-wise casualty series behind the 3,600 and 13,700, and the criteria under which districts leave the LWE list, so that the end of the conflict can be audited rather than announced. For narcotics, state the baseline - prevalence, seizures, convictions - and the annual milestones to 2029.
Conclusion
The most useful sentence the Ministry has produced on this conflict is the one with the civilian toll in it. The next one should carry the definition of what ending it means.
