The Railways wants 3,548 graduates, and 2,750 will run goods trains
Centralised Employment Notification 06/2026 covers four non-technical categories at Pay Levels 5 and 6, with applications open until 6 November.
What happened
- Indian Railways announced 3,548 graduate-level NTPC vacancies through Centralised Employment Notification No. 06/2026 issued by the Railway Recruitment Boards.
- Post-wise: Goods Train Manager 2,750, Senior Clerk Cum Typist 371, Junior Accounts Assistant Cum Typist 300, Chief Commercial Cum Ticket Supervisor 127.
- Pay: Rs 35,400 at Pay Level 6 for the Chief Commercial Cum Ticket Supervisor and Rs 29,200 at Pay Level 5 for the other three, under the Seventh CPC matrix.
- Applications opened 8 October 2026 and close 6 November; fee payment by 8 November; modification window 9 to 18 November.
- Eligibility is a degree from a recognised university, with age relaxation, reservation benefits and examination fee refund for eligible candidates.
For Prelims
- NTPC: Non-Technical Popular Categories - the Railways’ term for non-engineering posts in operations, commercial, accounts and administration, recruited at graduate and under-graduate levels through the Railway Recruitment Boards.
- CEN: a Centralised Employment Notification, the single notification under which all participating RRBs advertise a recruitment, so one application reaches a common pool rather than board-by-board vacancies.
- Goods Train Manager: the redesignated Goods Guard. The Railway Board renamed Guards as Train Managers by order in January 2022, expressly stating that pay, recruitment method, duties and seniority were unchanged - a designation change, not a cadre change.
- The Seventh CPC matrix: pay is set by Level rather than by scale. Level 5 starts at Rs 29,200 and Level 6 at Rs 35,400; annual increments move a person up a cell within the same level.
- Why the fee is refundable: the examination fee is charged partly to deter non-serious applications and refunded to candidates who appear, which is how a recruitment with lakhs of applicants manages centre capacity without excluding poorer candidates outright.
- Indian Railways as employer: among the largest employers in the country, recruiting through RRBs for Group C posts and Railway Recruitment Cells for Level-1 posts - the distinction that decides which notification a candidate watches.
- Pay Commission cycle: central pay is revised roughly every ten years by a Pay Commission; the Seventh applies from 2016, and the Eighth has been announced, which is why initial basic pay quoted today is a floor likely to be revised during these recruits’ early service.
- Age relaxation: the standard central-government relaxations - 3 years for OBC, 5 for SC/ST, with separate provisions for ex-servicemen and persons with disabilities - apply over the post’s upper age limit rather than replacing it.
For UPSC: A recruitment notification is not current affairs in the usual sense, but it is a clean worked example of how central public employment is structured - categories, pay levels, centralised notification, relaxations. Deploy it on public employment and the pay matrix, on recruitment bodies and their jurisdiction, and on the scale of government hiring as a labour-market fact.
What it is NOT: The release gives no application figure from previous NTPC cycles, so the ratio of candidates to posts - the number that defines what this competition actually is - is absent. No zone-wise or RRB-wise vacancy split, no examination date, no indication of how many posts lie vacant in these categories overall, and nothing on when the previous NTPC graduate recruitment was notified or how long it took to conclude. The fee amount itself is not stated.

Anchor
Indian Railways has notified 3,548 graduate-level vacancies in the Non-Technical Popular Categories through CEN 06/2026, with applications open until 6 November 2026.
Substantiation (data)
The distribution is lopsided: 2,750 of the 3,548 posts - 77 per cent - are Goods Train Manager, with Senior Clerk Cum Typist at 371, Junior Accounts Assistant Cum Typist at 300 and Chief Commercial Cum Ticket Supervisor at 127. Pay is Rs 29,200 at Level 5 for three categories and Rs 35,400 at Level 6 for the fourth.
Position
The post taking three-quarters of the vacancies is the one that used to be called the Goods Guard, renamed Train Manager in January 2022 with pay, duties and recruitment expressly unchanged. That is worth knowing in both directions: a candidate reading the notification should understand the job has not changed, and a student of administration should note how often designation reform substitutes for cadre reform.
Counterpoint
Freight operations are also the part of the Railways most exposed to automation and to end-of-train telemetry, which in several railway systems has removed the guard from the rear of a goods train altogether. Recruiting 2,750 into that grade is a statement that Indian Railways does not expect that transition soon - and the notification says nothing about it either way.
Way forward
The figure that would make this notification legible is the application count, and it will come: NTPC cycles routinely draw applicants in the tens of lakhs. Until then the useful detail for a candidate is procedural - the correction window from 9 to 18 November, and the fee refund for those who appear.
Conclusion
Three thousand five hundred and forty-eight posts, three-quarters of them one job, in an organisation that remains among the country’s largest employers. The release reports the vacancies and not the queue.
