Three of UIDAI's five launches widen who may ask for your Aadhaar
On the 17th Aadhaar Day, the authority added a face-authentication route for ration shops and two channels that make it easier for entities to become authentication requesters.
What happened
- UIDAI launched five initiatives at Aadhaar Samvaad, Kolkata, on the 17th Aadhaar Day, before 600-plus stakeholders.
- Face Authentication for ePDS, built with the Department of Food and Public Distribution and NIC - consent-based and contactless.

- AUA and KUA: an Authentication User Agency performs Aadhaar authentication; a KYC User Agency additionally receives e-KYC data. A Sub-AUA/Sub-KUA works through an existing one rather than connecting to UIDAI directly.
- Aadhaar Authentication for Good Governance: the framework under which entities other than government may be permitted Aadhaar authentication, with the concerned Ministry or Department approving the use case. SWIK 2.0 is its submission portal.
- Why non-government authentication is a legal question: the Supreme Court in the 2018 Aadhaar judgment struck down Section 57 insofar as it let private entities require Aadhaar under contract. Later amendments and rules created a permission-based route - which is the framework this release operates in.
- Face authentication: a third biometric mode after fingerprint and iris. It matters most for those whose fingerprints have worn - manual workers, the elderly - which is the population most dependent on ePDS.
- ePDS: the electronic Public Distribution System, where ration entitlement is released against biometric authentication at the fair price shop. A failed authentication is a missed ration.
- BHASHINI: the national language-translation mission. Its integration is what takes the UIDAI site from 13 to a planned 23 languages without separate translation for each.
- The 17th Aadhaar Day: the first Aadhaar was issued in 2010. UIDAI is now a statutory authority under the Aadhaar Act, 2016.
- The language counts this week: census self-enumeration 17, ULLAS app 27, livestock insurance portal 13, tourist helpline 12, CSIR magazines 8, UIDAI 13 - six services, six answers.
For UPSC: Aadhaar is the standing question on digital governance and this release is unusually legible about direction. Use it on digital public infrastructure and service delivery, on the legal architecture of private-entity authentication after the 2018 judgment, on biometric exclusion in the PDS, and on accessibility and language as conditions of digital inclusion rather than features of it.
What it is NOT: No figures appear anywhere - no authentication volumes, no failure rates, no count of AUAs or KUAs, no number of entities awaiting SWIK approval. No data at all on how often fingerprint authentication fails at ration shops, which is the problem face authentication exists to solve and the only measure of whether it works. No list of permissible use cases under the Good Governance framework, and no statement of what a Sub-AUA may or may not do with authentication responses. No timeline for the 23-language website. And no privacy or audit provision is described for the LITE framework, where a low-volume entity operates on someone else's infrastructure.

Of the five initiatives UIDAI launched, three change the supply side of Aadhaar authentication. SWIK Portal 2.0 streamlines how non-Government entities seek approval to authenticate. The Sub-AUA/Sub-KUA LITE framework lets a low-volume entity onboard in real time on someone else's infrastructure. Face authentication adds a mode at the ration shop. The other two are a token system for office visits and a website. The direction of travel is more requesters, at lower cost of entry.
Substantiation (data)
The build quality is real. Face authentication for ePDS was developed jointly with the Department of Food and Public Distribution and the National Informatics Centre, is consent-based and contactless, and is offered for States to integrate into their own systems. The website work covers screen-reader compatibility, adjustable font sizes, colour contrast and keyboard navigation, with BHASHINI integration taking it from 13 languages to a planned 23, and a career portal for deputation applications.
Position
Face authentication at the ration shop is the most important thing here and deserves to be read generously. Fingerprint authentication fails most often for people whose fingerprints have worn away through manual labour, and for the elderly - precisely the population that depends on subsidised grain. Adding a third biometric mode, contactless and consent-based, addresses an exclusion that has cost real households real rations for a decade.
Counterpoint
The release frames it as convenience: a mode for "situations where fingerprint authentication may be difficult". That is the problem described as a preference. Nowhere in the document is there a failure rate, a count of denied transactions, or any measure of how large the difficulty is - which means there is also no baseline against which face authentication can later be shown to have worked.
Problematisation
The two supply-side launches touch the most litigated part of Aadhaar. The Supreme Court struck down Section 57 in 2018 insofar as it let private entities require Aadhaar under contract, and the Aadhaar Authentication for Good Governance framework is the permission-based route built afterwards. Streamlining that approval and letting low-volume entities operate on a borrowed authentication stack both widen the requester base - legitimately, through a ministry gate, but with no published list of permitted use cases and no stated audit obligation on a Sub-AUA.
Conclusion
Judge these five by two numbers UIDAI has not published: the authentication failure rate at ration shops before and after face authentication, and the count of non-Government entities approved under the Good Governance framework. The first tells you whether inclusion improved. The second tells you how far the identity layer has travelled from the purpose for which it was upheld.
