Haryana's plantation shortfall is bigger than the whole of NCR's
Three of four NCR states beat their planting targets. Haryana hit exactly half. And the revised GRAP now puts more than half its actions in the mildest stage.
What happened
- The 30th Full Commission of CAQM, chaired by Rajesh Verma on 28.09.2026, approved a revised GRAP schedule.
- Actions on DG sets and entry of BS-IV and older buses move from Stage-II to Stage-I; the revised schedule totals 48 actions, 25 of them in Stage-I.
- BS-III petrol and BS-IV diesel LMV restrictions extend to Sonipat; the essential commodities exemption for old goods vehicles is removed in Stages III and IV.
- Plantation: 4,13,68,929 achieved against a target of 4,60,54,740; Haryana 60,00,000 against 1,20,00,000.
- An advisory recommends rescheduling physical sports competitions in NCR during November-December, in the interest of students' health.

- CAQM: the Commission for Air Quality Management in the National Capital Region and Adjoining Areas, a statutory body created by its own Act in 2021, whose directions bind the NCR states. It replaced the EPCA.
- GRAP: the Graded Response Action Plan - measures that switch on by air quality stage rather than by discretion. Stage-I Poor, Stage-II Very Poor, Stage-III Severe, Stage-IV Severe Plus.
- Why moving actions to Stage-I matters: it means measures fire earlier, at worse-than-Poor rather than worse-than-Very-Poor air. The direction of the 2026 revision is pre-emption over escalation.
- The HVD districts: High Vehicle Density districts where older-vehicle restrictions apply - Gurugram, Faridabad, Ghaziabad, Gautam Budh Nagar, and now Sonipat.
- Bharat Stage norms: India's vehicle emission standards. BS-III petrol and BS-IV diesel LMVs are the restricted classes; BS-VI has been the norm for new vehicles since April 2020.
- Enforcement Task Force: CAQM's enforcement arm, which issues closure orders to violating units and considers resumption once compliance is demonstrated - 1,831 and 1,479 respectively as on 17 September 2026.
- The C&D threshold: web-portal registration and dust monitoring applies at plot areas of 500 square metres or more, now extended beyond municipal limits to highway corridor zones and industrial and development areas.
- Two new Technical Members: Mukesh Sharma and Trilok Singh Panwar, appointed by the Appointments Committee of the Cabinet for three years or until age 70.
For UPSC: Delhi's air is the standing question and CAQM is the institution that answers for it. Use the GRAP restructuring on environmental regulation and graded response design, the plantation table on centre-state implementation gaps, and the sports advisory as a rare official acknowledgement that air quality now constrains ordinary activity rather than merely warranting warnings.
What it is NOT: No air quality data appears anywhere - no AQI figures, no PM2.5 or PM10 readings, no trend, and no target against which any of these measures could be judged. No survival rate is given for the 4.13 crore plantations, only the count planted. The release gives no reason for Haryana achieving exactly half its target, and does not reconcile its own state-wise table with its own totals. The Enforcement Task Force numbers leave 226 of 1,831 cases unaccounted for. And the sports advisory is described without any indication of who must act on it or whether rescheduling actually happened.

Delhi planted 62,00,527 against a target of 58,01,386. Uttar Pradesh's NCR districts planted 1,85,59,812 against 1,71,44,900. Rajasthan's planted 1,16,13,092 against 1,07,09,754. All three exceeded target by seven to eight per cent. Haryana planted 60,00,000 against 1,20,00,000 - exactly half, reported as a round number while the others report to the last digit. Haryana's shortfall of 60 lakh is larger than the entire NCR shortfall of about 46.9 lakh, because the other three covered part of it.
Substantiation (data)
The regulatory changes are substantial and specific. The revised GRAP carries 48 actions - 25 in Stage-I, 8 in Stage-II, 10 in Stage-III and 5 in Stage-IV. Diesel generator sets and older buses move from Stage-II to Stage-I. Older light motor vehicle restrictions extend to Sonipat. Construction and demolition dust monitoring extends beyond municipal limits into highway corridor and industrial zones at the same 500 square metre threshold. The Enforcement Task Force has issued 1,831 closure orders, with 1,479 considered for resumption after compliance.
Position
Two changes here are genuinely serious. Moving measures into Stage-I means they fire at Poor air rather than waiting for Very Poor, which turns GRAP from an emergency escalator into a standing regime - and more than half of all its actions now sit there. Removing the essential-commodities exemption for old goods vehicles in Stages III and IV closes the carve-out that every restriction of this kind eventually fails through, since "essential" is the easiest category to claim.
Counterpoint
There is not a single air quality number in the document. No AQI, no particulate reading, no trend, no target. A commission created specifically to manage air quality has published a meeting summary about actions, appointments, closures and saplings without once stating whether the air is better or worse than it was. Everything here is input; nothing is outcome.
Problematisation
The plantation table does not add up to its own totals. The four state achievements sum to about 10.04 lakh more than the stated overall achievement, and the four targets to about 3.99 lakh less than the stated overall target. Alongside Haryana's perfectly round 60 lakh against a perfectly round 1.2 crore, the arithmetic suggests figures assembled from different reporting streams rather than one register - which matters, because these are the numbers a compliance review will cite.
Conclusion
The GRAP redesign is the right correction and the monitoring extension is overdue. The plantation reporting is the weak link: counts without survival rates, one state at a round half, and a table that contradicts its own totals. Read the advisory on rescheduling school sports for November and December as the honest summary of where NCR air actually stands.
