Source code now travels with the licence, and the nine systems are unnamed

DRDO handed nine transfer-of-technology licences to 13 partners and launched a standardised framework to share its software source codes with licensee firms, for software-defined capability and obsolescence management.

A transfer of technology has normally given a firm the right to manufacture to a design it cannot alter. DRDO has now launched a standardised framework to share its software source codes with licensee industries, and the release puts the purpose as software-defined capability and obsolescence management - the ability to keep a system alive, not merely to build it.

Comparison
Most defence announcements are permissions rather than transactions: an acceptance of necessity authorises a procurement that may take years to become a contract, and a diplomacy framework sets a horizon with no target. Nine executed licensing agreements are the opposite shape - signed instruments handed over - so the question is not whether they happen but what they let the licensee do.
Problematisation
The release names no system covered by the nine agreements and no partner firm, leaving the most examinable content in a linked annex. It attaches no value or production timeline to any agreement, no outlay or eligibility threshold to the MSME framework, and no safeguard or licence term to the source-code sharing.
Counterpoint
Source-code access cuts both ways. It is what makes obsolescence management and mid-life upgrades possible in a licensee's own hands, and it is also the point at which a defence laboratory's most sensitive intellectual property crosses its perimeter. A framework described only as standardised and secure does not say where that line has been drawn.
Position
Indigenisation has so far been measured in units produced and in the number of firms holding licences. The metric that matters next is whether a licensee can modify, recertify and sustain what it builds. Source-code sharing is the first instrument that speaks to that, and it will be judged on terms the release has not yet published.
