India enters 63 of 64 skills, and no Gold or Silver is in the record

India sends 70 competitors into 63 of the 64 skill competitions at WorldSkills Shanghai, 22-27 September. The best placing the release names, 13th at Lyon 2024, came with four Bronze.

What happened

For Prelims

For UPSC: This is the cleanest current example for separating participation from performance in skilling. Use it where an answer needs a measurable international benchmark for vocational training, and use the gap between 63 skills entered and four Bronze won to argue that coverage metrics are not outcome metrics. It also supplies concrete emerging-trade names for questions on skilling for new-age industries.
What it is NOT: The release names no Gold or Silver in any edition, but it does not say none has ever been won; it gives no figure for how many competed nationally to produce the 70, names no expenditure on selection or training, and reports no placement or employment outcome for competitors of earlier editions. It also never says which of the 64 skill competitions India is leaving out.

India will contest 63 of the 64 skills at WorldSkills Shanghai, near-total coverage of the world's vocational syllabus; the best placing its own release names, 13th at Lyon in 2024, rests on four Bronze Medals.
Substantiation (data)
Seventy competitors, 63 of 64 skill competitions, 11 of them entered for the first time, at the 48th edition in Shanghai from 22 to 27 September 2026, against more than 1,400 competitors from over 60 countries and regions. The placing record runs 29th in 2015, 13th in 2024, eighth in Asia in 2025.
Exemplification
The eleven debut categories are the case in miniature: Unmanned Aerial Systems, Optoelectronic Technology, Intelligent Security Technology, Software Testing, Aircraft Maintenance and Heavy Vehicle Technology sit beside Retail Sales and Landscape Gardening. India had never competed in any of them, which measures how far the trade mix has widened.
Comparison
The progress the release reports is in rank, not in metal. Twenty-ninth in 2015, thirteenth at Lyon 2024, eighth in Asia in 2025 are all positions; the only medals named anywhere are four Bronze, and the 12 Medallions for Excellence are a separate recognition the release does not explain.
Problematisation
Preparation appears only as a network: State Governments, Sector Skill Councils, training institutions, industry partners, experts and mentors, providing facilities, equipment, simulations and international exposure. No duration, centre, cost or selection pool is attached, and the one named private partner, Jindal Steel, sponsors the merchandise and competition attire.
Position
Medal-table membership is a weak proxy for the quality of a skilling system, and breadth of entry is weaker still. The test worth applying is what happens to these 70 afterwards, and to the far larger pool they were drawn from; a send-off release reports neither, so the claim must stay at capability, not outcome.
