EPR counts 83,000 producers and 4,802 recyclers; India names no target year
The World Circular Economy Forum opened at Gandhinagar with the first hard Indian numbers on Extended Producer Responsibility, while Finland and the Netherlands stated dated circularity goals and India stated none.

- Environment Minister Bhupender Yadav and Gujarat Chief Minister Bhupendrabhai Patel inaugurated the World Circular Economy Forum 2026 at Gandhinagar, running 15 to 18 September.

What it is NOT: The release states no Indian circularity target, no date and no new commitment adopted at the Forum beyond two publications. The 482.24 lakh tonnes is given without a denominator, without a break-up by waste stream and without a recycling rate, so it cannot be read as a share of the waste generated.

Comparison
Finland put its goal as resource consumption below 2015 levels by 2035, the Netherlands as fully circular by 2050. India's contribution to the same session was a registry, a coalition and an ethos - repair before replace, reuse before discard, recover before waste. Two of the three positions carry a date.
Problematisation
482.24 lakh tonnes processed is a numerator without a denominator. No total waste generated is given, no break-up by stream - plastic, e-waste, battery, tyre - and no recycling rate, so the figure shows that the system is running without showing how much of the material it actually reaches.
Counterpoint
A register is not nothing. Enrolling 83,000 producers and 4,802 recyclers creates the entity-level record on which any later obligation, audit or penalty must rest, and EPR has moved India from voluntary recycling to a compliance system with named liable parties. The register is what makes a target enforceable later.
Position
India is building its circular economy as compliance infrastructure first and a quantified goal second, the reverse of the European sequence. That is defensible while the register is being populated, but a system with no stated target and no published recycling rate cannot be judged to be either succeeding or failing.
