Rs 46,581.54 crore post-matric, and 612.98 lakh is annual counts added up
Twelve years of SC scholarship spending is published with its delivery plumbing, but the beneficiary totals are the Department's own annual figures summed, not a count of distinct students.
What happened
- Secretary Sudhansh Pant set out the Department of Social Justice and Empowerment's educational interventions for SCs, OBCs, EBCs and Denotified, Nomadic and Semi-Nomadic Tribes.
- Pre-Matric Central Assistance was Rs 4,893.03 crore from FY 2014-15 to FY 2025-26, with reported annual beneficiary figures totalling about 299.66 lakh.
- Post-Matric Central Assistance was Rs 46,581.54 crore over the same period, with reported annual beneficiary figures totalling 612.98 lakh.
- In FY 2025-26, Rs 562.36 crore went to 26.79 lakh pre-matric students and Rs 6,186.95 crore to 47.53 lakh post-matric students.

For UPSC: This is the cleanest available pairing of a welfare scheme's money trail with the identity and payment plumbing underneath it, usable on scholarship delivery, DBT design and targeting of vulnerable sections. The Department's own wording on beneficiary totals also makes it a working example of why cumulative scheme numbers have to be read for what they actually count.
What it is NOT: The release does not give a count of distinct students helped. It describes 299.66 lakh and 612.98 lakh as reported annual beneficiary figures totalled across twelve years, so a student aided in four years is counted four times. It reports no dropout, retention or Gross Enrolment Ratio outcome, no number or amount removed by de-duplication, no pendency or delay figure, and no figures at all for the residential, overseas, fellowship and coaching interventions it lists.

The Department publishes twelve years of scholarship money and, in the same sentence, tells you what its beneficiary numbers are: reported annual figures totalled over the period. That candour is rare and it is the useful part, because it converts an impressive cumulative number into a quantity a reader can actually interpret.

Rs 4,893.03 crore of pre-matric assistance and Rs 46,581.54 crore of post-matric assistance between FY 2014-15 and FY 2025-26. In FY 2025-26 alone, Rs 562.36 crore to 26.79 lakh pre-matric students and Rs 6,186.95 crore to 47.53 lakh post-matric students. Post-matric moved to DBT from FY 2021-22.
Comparison
The two schemes are not scaled versions of each other. Post-matric carries roughly ten times the money of pre-matric while its summed beneficiary figure is roughly twice as large, which is what a per-head course fee and maintenance allowance looks like beside a school-stage stipend. The stages cost differently.
Exemplification
One-Time Registration is the reform worth naming. Tracking a beneficiary across schemes and academic years, rather than re-enrolling them each year, is what makes a scholarship a continuous entitlement instead of an annual application, and it is also the only change here that could eventually yield a count of distinct students.
Problematisation
Every figure here is disbursement. The schemes are justified by retention, dropout reduction and a higher Gross Enrolment Ratio for SC students, and none of those three quantities appears. De-duplication, biometrics and e-KYC are reported as installed capability, with no count of duplicates found or rupees recovered.
Conclusion
The plumbing has been rebuilt with some care and the money is large and traceable. What has not been rebuilt is measurement: after twelve years and Rs 46,581.54 crore on the post-matric scheme alone, the Department can say what it paid out and how many payments it made, but not what education those payments bought.
