Mangrove planting reaches 27,652 of 29,250 hectares, and a port signs on
Against a cumulative plantation target of 29,250 hectares for 2023-24 to 2026-27, the Environment Minister was told 27,652 hectares are done, and a port authority signed an MoU for plantation.
What happened
- Union Environment Minister Bhupender Yadav visited Naliya, Sayara and Jakhau in Kachchh on 14 September 2026 with Gujarat Minister Arjun Modhwadia and officials of the MoEFCC, the Gujarat Forest Department, WII and the BSF.
- Under MISHTI, plantation has been completed over 27,652 hectares against a cumulative target of 29,250 hectares for 2023-24 to 2026-27, including 12,450 hectares in the Kori Creek area.
- A memorandum of understanding with the Deendayal Port Authority for plantation activities was exchanged at Sayara, where the Minister inaugurated the Van Kavach and released the Van Kavach Photobook.
- The Sayara Van Kavach is a 9.46 sq km Miyawaki-method site carrying over 10,000 saplings across 47 native species, expected to lower local temperature by 1.5-2°C.
- At Jakhau about 3.49 lakh seedlings have been raised; the Minister also inaugurated a Soft Release Centre for the Great Indian Bustard at Naliya and flagged off 33 patrolling and rescue vehicles.

For UPSC: Use this as a coastal restoration programme with a stated numerical target and a reported delivery figure against it, not as a species story. It also gives a live instance of a non-forest public body, a port authority, being drawn into plantation through a memorandum of understanding, and of a State-designed model being carried into central messaging on its own terms.
What it is NOT: The release does not say whether the 29,250-hectare target and the 27,652 hectares completed are national MISHTI figures, Gujarat's, or Kachchh's alone, and it gives no survival, canopy or species-composition figure for what was planted. The Van Kavach cooling, recharge and erosion effects are stated as expected outcomes, not measurements, and the MoU's area, value and duration are not given.

Mangrove restoration is usually argued as an intention. Here it is argued as a delivery ratio: a cumulative target of 29,250 hectares for 2023-24 to 2026-27, and 27,652 hectares reported completed in the final year of that window. The question a target invites is whether the last stretch is the easy part or the hard part.
Substantiation (data)
Of the 27,652 hectares reported planted, 12,450 are in Kori Creek alone. About 3.49 lakh seedlings have been raised at the Jakhau nursery. The Sayara Van Kavach adds 9.46 sq km, over 10,000 saplings and 47 native species, and 33 patrolling and rescue vehicles were released to the Kachchh Forest Circle.
Exemplification
The memorandum of understanding with the Deendayal Port Authority shows how plantation is being financed outside forest budgets. A port trust is not a conservation agency; bringing it in as a plantation partner on the same coast it operates converts an industrial neighbour into a funder of the habitat it sits beside.
Counterpoint
Hectares planted is an input, not an outcome. The release reports area completed and seedlings raised but no survival rate, no canopy assessment and no fish, bird or shoreline measurement, so a figure close to the target describes effort rather than restored mangrove. Hectares planted and hectares of standing mangrove are different quantities.
Problematisation
The scope of the denominator is unstated. Because the release does not say whether 29,250 hectares is a national MISHTI target, a Gujarat target or a Kachchh target, the achievement cannot be placed against India's mangrove extent at all. A ratio without a defined universe cannot be audited by a reader.
Position
Coastal restoration in Kachchh is being built as a bundle rather than a plantation drive: a nursery, a seaweed seed bank, a livelihood programme with named beneficiaries, a port authority under contract, and community assemblies. That bundling is the defensible part; the single hectare figure is the part that needs verification.
