87,037 of 90,942 sewer workers have PPE; 1.31 lakh of 3.78 lakh waste pickers
The sanitation workers enumerated first are almost fully equipped; the waste pickers brought into the same scheme in June 2024 are four times as many and about a third as covered.
What happened
- 90,942 sewer and septic tank workers have been profiled and 89,248 validated, the Secretary, Ministry of Social Justice and Empowerment, Sudhansh Pant, said.
- 87,037 of those workers have received PPE kits and 76,247 are covered under various health insurance schemes.
- An upfront capital subsidy of Rs 34.17 crore was released to 983 workers for 364 vehicles, about Rs 9.39 lakh a vehicle.
- 753 safety devices went to Emergency Response Sanitation Units in larger municipal corporations and districts, and 1,562 workshops on hazardous cleaning were held.
- Since June 2024 the scheme also covers waste pickers: 3,78,547 profiled, 2,52,163 validated through e-KYC, about 1,31,864 with PPE kits and 1,24,835 whose data is processed for Ayushman Cards.

What it is NOT: The release does not name the scheme under which any of this is done, attaches no period to any of the cumulative figures, and gives no estimate of how many sewer, septic tank or solid waste workers exist in India, so every proportion here is measured against those already profiled. It reports no death, injury or prosecution figure for hazardous cleaning of sewers and septic tanks.

The group enumerated first is close to fully equipped; the group brought in during June 2024 is four times larger and about a third as covered on the same measure.

Exemplification
The vehicle subsidy shows how thinly an asset transfer spreads. Rs 34.17 crore, 983 assisted workers and 364 vehicles works out to roughly Rs 9.39 lakh a vehicle and one vehicle for every 2.7 workers, so most of those assisted are being moved towards shared rather than individual ownership of the machine that replaces manual work.
Problematisation
Profiling is not protection, and the chain loses people at every step. Among waste pickers, two-thirds of the profiled are validated and about a third hold a PPE kit, while an Ayushman Card is counted as data processed rather than as a card in hand. The scheme measures itself against its own entrants, never against the workforce.
Comparison
The two cohorts make the argument without commentary. About 96 of every 100 profiled sewer and septic tank workers hold protective equipment, against about 35 of every 100 profiled waste pickers. Nothing in the release attributes that gap to policy; the visible difference is elapsed time since each group entered the scheme.
Position
Occupational safety in sanitation is being delivered as an enumeration exercise first and an entitlement second. That is defensible while a register is being built and indefensible once it exists, so the measure worth publishing is not how many are profiled but how quickly the profiled become equipped and insured.
