Bamboo stopped being a tree in 2017; NECTAR raised value addition to 70%

A PIB backgrounder puts the bamboo economy's numbers downstream of one regulatory change: value addition up from 10 to 70 per cent, and about 30 million man-days of work a year.

For UPSC: The cleanest available example of a definitional change in law creating an industry: bamboo left the tree category and a craft became a value chain with construction, energy and food-processing applications. Use it on non-farm rural livelihoods, on Northeast industrialisation, and on SHG-led women's employment where the days-of-work figure, not the wage, is the measure that moves.
What it is NOT: The backgrounder never names the law or amendment that reclassified bamboo, and does not say whether the change covers bamboo grown on forest land. It gives no all-India bamboo area, production, import or market-size figure, no National Bamboo Mission outlay or beneficiary count, and no date for the 30 million man-days or the 42 lakh square feet.

The bamboo economy did not begin with a scheme or an outlay. It began with a deletion: bamboo ceased to be a tree in 2017, and harvesting and transporting it stopped being a forestry question. The cheapest industrial policy available to a State is often the category it stops enforcing.
Substantiation (data)
Value addition for bamboo commodities moved from 10 per cent to as high as 70 per cent; NECTAR's interventions carry about 30 million man-days of employment a year; more than 42 lakh square feet of engineered bamboo has gone into relief and rehabilitation structures, including 576 school rooms in Chhattisgarh used by about 20,000 children.
Exemplification
Gadchiroli is the unit to quote. An agarbatti initiative that opened centres in 2012 had 32 of them by 2020, about 1,100 workers, nearly 90 per cent women, monthly earnings around ₹5,000 for every woman. The figure that matters is days: from roughly 45-60 a year to more than 225, with the work closer to home.
Comparison
Set the farm case against the factory case. A Madhya Pradesh farmer planted about 4,000 saplings in 2019 and took roughly ₹75,000 from poles in two years while intercropping chilli, capsicum, ginger and garlic; the processing end reaches 70 per cent value addition. The margin sits downstream of the field, not in it.
Problematisation
Every figure here is an instance, not an aggregate. There is no national bamboo area, no output series, no import figure against which 70 per cent value addition can be read, and no year attached to the man-days. A sector described entirely through success stories cannot be sized, and what cannot be sized cannot be targeted.
Position
Treat bamboo as the test of whether deregulation alone produces enterprise. It did not: the 2017 deletion removed a restraint, and NECTAR's technology, the Mission's nurseries and CSIR-NEERI's training supplied the capability. Removing a barrier and building a capability are two policies, and only the second one shows up in the value-addition number.
