Fifteen camera links worked at 2,013 sites, so CAQM called in Haryana's board
CAQM's own remote monitoring found working web-camera links at fifteen construction sites out of 2,013 registered across five Haryana clusters, and has recorded the State Board's failure as willful non-compliance.
What happened
- A review meeting on 8 September 2026, chaired by CAQM Chairperson Rajesh Verma, examined the Haryana State Pollution Control Board's compliance with the Commission's Statutory Directions.
- Those Directions mandate registration of every C&D project on a plot of 500 sq. metres or above and a functional video monitoring system on the State/GNCTD web portal for remote monitoring of dust mitigation.
- In the exercise of 19-22 June 2026 the portal listed 213 active sites in Panipat, 457 in Sonipat, 168 in Faridabad, 691 in Gurugram (North) and 484 in Gurugram (South).
- Functional camera links were available at only 4 sites in Faridabad, 6 in Gurugram (North) and 5 in Gurugram (South); the observations went to HSPCB on 8 July 2026.
- The Commission treated the matter as willful non-compliance by the designated authority and directed HSPCB to take corrective measures including closure of non-compliant sites.

For UPSC: This is the cleanest available case of the enforcement chain failing at the regulator rather than at the polluter: a central statutory commission's directions bind across State lines, but they are executed by a State Board the Commission neither staffs nor funds. Use it on Centre-State regulatory hierarchy and on technology-based compliance monitoring, where the body being judged is also the body hosting the evidence. It pairs with any answer on why NCR air quality orders do not translate into on-ground abatement.
What it is NOT: The release names no penalty, prosecution or proceeding actually taken against HSPCB - only a direction to comply - and it gives no deadline, names no HSPCB officer, and cites no statutory provision under which willful non-compliance is punishable. It records that HSPCB apprised the Commission of its compliance status without reproducing that account, reports no comparable action against any other State Pollution Control Board, and puts no figure on the dust or particulate load the unmonitored sites represent.

India's air pollution debate assumes the problem is the polluter. This meeting points somewhere else: on the Commission's own sample, the agency that is supposed to catch construction dust had fifteen working camera links across 2,013 registered sites. The default being recorded here is regulatory, not industrial.
Substantiation (data)
CAQM sampled the HSPCB portal from 19 to 22 June 2026. Registered active C&D sites stood at 213 in Panipat, 457 in Sonipat, 168 in Faridabad, 691 in Gurugram (North) and 484 in Gurugram (South). Functional camera links were available at four, six and five sites in the last three clusters. The findings were sent to HSPCB on 8 July 2026.
Exemplification
The Commission sets out how the portal failed, not merely that it failed: incomplete or insufficient camera links, incorrect user IDs and passwords, links that prompted installation of a mobile application, non-working web links, and cameras that stayed offline after a successful login. Each is a small administrative defect; together they made remote verification impossible.
Problematisation
Remote monitoring was adopted because physically inspecting thousands of construction sites is not feasible. It substitutes one dependency for another: the camera feed sits on the State Board's own portal, so the body whose enforcement is being assessed also controls the evidence. CAQM found the gap only because it sampled that portal itself.
Counterpoint
The record is not one-sided. HSPCB attended, set out its compliance status and the steps it had taken, and the meeting closed with directions rather than a penalty. The exercise was also sample-based over four days, so it establishes that the monitoring system did not work in that window, not the quantity of dust actually emitted.
Position
A central commission calling a State Board's default willful is the sharpest illustration of what cooperative federalism costs in practice: the Centre can issue directions binding across State lines, but must execute them through machinery it does not staff, fund or discipline. Enforcement capacity, not legal authority, is the binding constraint on NCR air quality.
