DAHD reports 3,461 active Lumpy Skin Disease cases against more than 36.18 crore cattle vaccinated so far, with the residual infection sitting in the young and unvaccinated animals the advisory targets.

For UPSC: The cleanest current example of an animal epidemic managed through central advisory, technical guidance, laboratory support and financial assistance, while the animals, the veterinary workforce and the reporting of cases all sit with the States. Use it on animal rearing within agriculture, on disease surveillance and laboratory networks, and wherever an answer needs the difference between a cumulative vaccination count and a coverage rate.
What it is NOT: The release gives 3,461 active cases but no cumulative case count since July 2026, no number of affected districts and no State-wise break-up across the six States it names; the 36.18 crore is a cumulative vaccinated-or-re-vaccinated figure with no period, no cattle-population denominator, no coverage percentage and no vaccine named. It puts no rupee figure on the financial assistance, gives no economic or milk-loss estimate, does not quantify the 2019 outbreak it recalls or any earlier one for comparison, and says only that States were advised to report through official channels — naming no deadline, no statute and no consequence if a State does not report.

Exemplification
The advisory's own ordering makes the target visible. Timely vaccination comes first and is aimed particularly at heifers and young cattle; ring vaccination follows, immunising a ring around detected foci rather than the whole herd. Both are instruments for the cohort born since the last campaign, which is where the release places the active cases.
Problematisation
The release says LSD is transmitted mainly through arthropod vectors, yet four of the nine advised measures — movement control, isolation, stray-animal management and quarantine of newly introduced animals — work on animal contact and movement. Vector control is a single line, with no method, season, district or entomological surveillance specified anywhere in the text.
Counterpoint
Against reading this as paper, the delivery spine is named and real: ICAR-NIHSAD Bhopal, the RDDL network and the CDDL for diagnosis, financial assistance to States for vaccination, training and awareness, laboratory infrastructure and workforce capacity, and an expert team physically in Uttar Pradesh. The capacity exists; what is absent is the published denominator.
Position
A cumulative vaccination count is not a coverage rate. The figure published is 36.18 crore animals vaccinated or re-vaccinated over an unstated period; the figure that would decide the outbreak is the share of this season's calves immunised. Until the second is published, 'under control' remains an administrative judgement rather than a measured one.
