The 28th Western Zonal Council met at Panaji with three Chief Ministers and one Administrator. Amit Shah said the zone has no inter-State disputes left and the whole agenda was scheme monitoring.
What happened
- Union Home Minister and Minister of Cooperation Amit Shah chaired the 28th meeting of the Western Zonal Council at Panaji, Goa, on 7 September 2026.
- Attending were Goa Chief Minister Pramod Sawant, Gujarat Chief Minister Bhupendra Patel, Maharashtra Chief Minister Devendra Fadnavis and Praful K. Patel, Administrator of Dadra and Nagar Haveli and Daman and Diu - the Council's four members.
- Shah said the Councils are now an instrument for monitoring implementation of public welfare schemes instead of dispute resolution, that no disputes remain among Western Region States, and that all issues at this meeting related to monitoring.
- He put 25 meetings of the Zonal Councils and their Standing Committees in 2004-14 against 71 since 2014, and 1,893 issues discussed against 1,445 resolved, with the Inter-State Council Secretariat playing an active role.

Where an inter-State settlement shows the machinery arbitrating, the Western Zonal Council shows it doing something else: Shah's own claim is that the Councils are now an instrument for monitoring welfare scheme delivery instead of dispute resolution, and that every item on this agenda was a monitoring item. What it is NOT: The release gives no number for issues taken up, disposed or resolved at this 28th meeting itself, publishes no resolution text, and says nothing about what happens to a Council recommendation afterwards, whether any timeline attaches, or whether it obliges any government. It names Standing Committees only inside a historical meeting tally and never says who composes them, and it never states the Zonal Councils' legal basis, how many of them exist, or whether their decisions are advisory.

The claim comes with numbers. Zonal Councils and their Standing Committees met 25 times between 2004 and 2014 and 71 times since 2014, close to a three-fold rise. Across those sittings 1,893 issues were discussed and 1,445 resolved, a disposal rate a little over three-quarters, with the Inter-State Council Secretariat credited for an active role.
Exemplification
Look at what a monitoring agenda actually contains. Fast Track Special Courts for rape cases against women and children, the ERSS-112 emergency line, food safety standards, AB-PMJAY, a brick-and-mortar bank branch within a prescribed radius of every village, railway projects and environmental clearances - every one a delivery question, not a boundary or a water share.
Comparison
Set this against the inter-State forum that arbitrates. The release names the Inter-State Council Secretariat as servicing the Zonal Councils, which lets you present one machinery rather than two rival bodies. Note the wrinkle: Shah credits the Zonal Council itself with having resolved several State river disputes, so the division of labour between the tiers is not clean.
Problematisation
The record on offer is a count of meetings and of issues marked resolved, not of outcomes. The release supplies no figure for issues taken up or disposed at this 28th sitting, no resolution text, no timeline, and no statement of what a Council recommendation obliges anyone to do. The absence of disputes is asserted, not evidenced.
Position
The release records no binding outcome, and for this kind of work it may not need one. Monitoring operates by exposure - a Chief Minister sitting in a room where Maharashtra's 98 per cent PACS computerisation is read out beside Gujarat's 92. Argue that the Council's power here is peer comparison, and that its limit is the same thing.
