For UPSC: This is the current example for species-recovery programmes and for the ecosystem-services argument, vultures being scavengers whose carcass consumption recycles nutrients. Use the Pinjore ledger - 356 birds housed, 35 chicks, 87 released or contributed, 90 transferred, 1,222 people trained - as evidence that captive breeding has scaled while the wild-population question stays open. Vulture Safe Zones give you the rarer case of conservation that works by regulating an input, veterinary drug use, rather than by fencing a habitat.
What it is NOT: The release gives no population figure for any vulture species - no baseline, no current estimate, no rate of decline - so 'From Crisis to Recovery' is asserted rather than evidenced. It names no drug, announces no ban or new restriction, gives no count of Vulture Safe Zones or of breeding centres, and no survival rate for the 87 birds released or contributed.

Open a species-conservation answer with the asymmetry this day exposes. The ministry can state to the bird what one breeding centre held in 2025-26 - 356 vultures, 35 chicks - and cannot state how many vultures are alive in the wild. Captive numbers are countable; the population the programme exists to save is not.

In 2025-26 the Jatayu Conservation Breeding Centre at Pinjore housed 356 vultures, bred 35 chicks, released or contributed 87 birds for reintroduction, transferred 90 to other conservation-breeding institutions and trained 1,222 participants from 22 institutions. Nine vulture species are named for India, and the decline is dated to the 1990s.
Exemplification
Pinjore is the institutional model worth naming: a State forest department and a scientific non-governmental body, the Bombay Natural History Society, running artificial incubation, veterinary care and genetic management together, with the Central Zoo Authority in the frame. Capacity built outside the forest establishment, then exported as 90 transferred birds and 1,222 trained people.
Problematisation
The cause is given only as pain killers used on animals. No drug is named, no prohibition is cited, and nothing says how much of such a drug remains in the veterinary supply chain. Vulture Safe Zones are asked for without a count of those that exist. The recovery claim rests entirely on inputs.
Counterpoint
The Haryana Minister supplies the objection himself: conservation breeding should not be judged by the number of animals born, but by healthy, genetically managed populations, scientific knowledge, technical capacity and contribution to recovery in the wild. Applied to this release that test is unmet - 87 birds went out, and no survival figure follows them.
Position
Vulture conservation is a regulation problem wearing a breeding programme's clothes. Chicks can be produced indefinitely, but a released bird's fate turns on what is inside the carcasses it finds, which is set by veterinary prescribing and livestock owners' practice - precisely the actors the Minister could appeal to and not command.
