CAQM's Enforcement Task Force met for the 138th time. Its cumulative ledger — 28,397 inspections, 1,823 closure orders, 1,473 reopenings — shows enforcement designed to restore compliance, not to shut units down.
What happened
- The 138th meeting of the Enforcement Task Force (ETF) of the Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) was held on 31 August 2026 for the reporting period 8 to 23 August 2026.
- In those 16 days the Commission's Flying Squads carried out 121 inspections, of which the release attributes 56 to the industrial sector, 20 to diesel generator sets and 10 to construction and demolition sites.
- The actions proposed on the reported violations were closure of 4 projects or industries, sealing of 17 DG sets, 7 orders or directions for compliance, and Environmental Compensation in 5 cases.
- 9 resumption orders were issued after verification of compliance — 2 industrial units and 7 construction and demolition projects — reading 1 in Delhi, 6 in Haryana and 2 in Uttar Pradesh.

What it is NOT: The release does not name the statute under which the Commission or its Enforcement Task Force acts, gives no rupee amount for the environmental compensation proposed in 5 cases, and reports no air quality, AQI or particulate reading against which this enforcement could be assessed. Position
Airshed-level regulation by a single commission is the right architecture for a pollutant that ignores State boundaries, and the Delhi-Haryana-Uttar Pradesh spread of a single fortnight's orders proves the design works. But 28,397 inspections across an airshed this size is sampling, not coverage: the binding constraint is inspection capacity, not legal authority.
