Kavach 4.0 on 712 route km, and the interlocking that will carry it
Railways sanctioned ₹170 crore for Kavach 4.0 on 712 route kilometres of Moradabad Division and, the same day, ₹233 crore to replace panel interlocking at 21 Samastipur stations.
What happened
- Indian Railways approved Kavach Version 4.0 on the remaining sections of Moradabad Division, Northern Railway, covering 712 route kilometres, at ₹170 crore.
- Kavach is an indigenously developed Automatic Train Protection (ATP) system: it prevents Signal Passing at Danger (SPAD), applies brakes automatically, controls train speed in critical conditions and reduces collision risk.
- The same day, ₹233 crore was approved for Electronic Interlocking at 21 stations of Samastipur Division, East Central Railway, replacing the existing Panel Interlocking.
- The Ministry says Electronic Interlocking replaces ageing relay-based systems with computer-based interlocking and will facilitate the implementation of Kavach at those stations.
- Two capacity works were also sanctioned — an 11 km Adra-Joychandipahar bypass at ₹272 crore and the Bhavnagar Para yard remodelling at about ₹125 crore — taking the day's total to about ₹800 crore.

- Bhavnagar Para yard: remodelling at about ₹125 crore — four loop lines, one engine reversal line, ART and ARME siding — to decongest Bhavnagar Terminus (BVC).
For UPSC: The cleanest current illustration that indigenous railway safety technology is bought as a stack, not as a single device: the Automatic Train Protection layer and the computer-based interlocking it runs over were sanctioned the same day. Use it on indigenisation and technology absorption in public infrastructure, on railway safety and signalling modernisation, and on how capital expenditure is split between carrying more freight and controlling how trains move.
What it is NOT: The releases give sanction amounts and route kilometres but no commissioning date, tender stage, or national figure for Kavach route kilometres already in service. They also do not say that Electronic Interlocking is a precondition for Kavach — only that it will facilitate it — and the Samastipur interlocking is in East Central Railway, not under the Moradabad Kavach work.

Four approvals on 1 September 2026 come to about ₹800 crore: ₹170 crore for Kavach 4.0 on the remaining 712 route km of Moradabad Division, ₹233 crore for Electronic Interlocking at 21 Samastipur stations, ₹272 crore for the 11 km Adra-Joychandipahar bypass and about ₹125 crore for the Bhavnagar Para yard. Signalling and train protection take ₹403 crore of that.
Exemplification
Samastipur shows what modernisation means in practice: relay-based panel interlocking at 21 stations gives way to computer-based electronic interlocking, which the Ministry says will facilitate Kavach there and brings faster fault diagnosis and easier maintenance. Announced Kavach coverage therefore sits on a signalling base that is itself still being replaced.
Problematisation
The releases publish sanction amounts and route kilometres but no commissioning dates, no tender stage and no national total of Kavach already in service, so ₹170 crore on 712 route kilometres measures intent rather than protected track. Sanctioned coverage and commissioned coverage are different numbers, and only the first is disclosed here.
Comparison
Set the ₹403 crore of signalling and train protection against the ₹397 crore of capacity work cleared the same day — the 11 km Adra bypass at ₹272 crore and the Bhavnagar Para yard at about ₹125 crore. Roughly half the day's railway money went to moving more freight and half to controlling how trains move.
Position
Railway safety spending is better read division by division than as a network total: Moradabad gets a train protection system, Samastipur gets the interlocking that will carry one, and neither release claims the other's benefit. The question worth asking is not how many route kilometres Kavach covers, but how many run on interlocking able to carry it.
