Adoption awareness moves out of November and towards hospitals and police

CARA has moved adoption awareness beyond its usual November window into year-round State and UT workshops from September 2026, aimed at hospitals, police and Child Welfare Committees as much as at parents.

For UPSC: Use it as the current example of child protection running through a named institutional chain rather than a single agency: Child Welfare Committees, District Child Protection Units, Specialised Adoption Agencies and Child Care Institutions, with police, hospitals and Legal Services Authorities attached at the ends. It is also a clean illustration of an enforcement problem being answered with an awareness campaign, which is a usable line on the distance between statutory design and district-level delivery capacity.
What it is NOT: The release does not cite the Juvenile Justice Act, the Hague Adoption Convention or any penal provision on illegal adoption, and it publishes no figures at all — not adoptions completed, not children declared legally free for adoption, and not one case or estimate of illegal adoption. It names hospitals, nursing homes and medical professionals as campaign stakeholders but does not say that illegal adoption occurs through them.

When the state answers an illegal practice with an awareness campaign, the admission sits inside the campaign. CARA's own framing — that adoption is a legal and child-centric process and not a private arrangement between individuals — tells you exactly what the lawful channel is competing against: handovers arranged directly, outside any agency, committee or court.

The specifics here are shape, not scale: the theme launched on 1 September 2026, awareness moved out of the month of November into year-round State and UT workshops from September 2026, the Delhi workshop set for 10 September 2026 at the Delhi Secretariat, and coordination reported with the Health and Home Ministries. No adoption figure is published.
Exemplification
Read the stakeholder list as the route a child actually travels: ASHA and ANM workers and hospital staff at birth, police when a child is found separated from guardians, Child Welfare Committees to declare the child legally free for adoption, Specialised Adoption Agencies to place the child, courts to complete it. Every junction is a point at which the chain can be left.
Problematisation
A campaign cannot close the gap CARA itself locates elsewhere: it says capacity building at State, district and community levels remains critical. Workshops for officials do not add Child Welfare Committee sittings, District Child Protection Unit staff or agency capacity, and no target, budget or timeline is published against which the year-round programme could be judged.
Counterpoint
Against reading this as only a poster launch, two things did change. Awareness stopped being a November event and became a year-round programme, and the audience shifted from prospective adoptive parents to the officials who control the route — which is where the discretion, and the leakage, actually sit.
Position
Illegal adoption is a delivery failure before it is an awareness failure. People go around a legal route when it is slow, opaque or simply absent at the district level, so the test of this campaign is whether the lawful channel becomes faster and visible at the hospital and the police station, not whether more citizens have been warned against the alternative.
