1,338 Panch Sammelans brief 5.26 lakh on the VB-G RAM G Act
A district-level campaign has oriented panchayat representatives in 23 completed States and Union Territories on the Viksit Bharat-G RAM G Act, 2025 and the Viksit Gram Panchayat Plan.
What happened
- 1,338 Panch Sammelans have been held at district level to orient Panchayati Raj representatives on the VB-G RAM G Act, 2025.
- More than 5.26 lakh panchayat representatives, functionaries and officials have taken part across all three tiers.
- 23 States and Union Territories have completed their scheduled Sammelans, including Bihar, Kerala, Tamil Nadu, West Bengal and Jammu and Kashmir.
- Gujarat, Jammu and Kashmir and West Bengal held Sammelans at levels below the district as well, widening the outreach.
- Sessions covered the Viksit Gram Panchayat Plan, the Rural Rozgar Guarantee Card, asset creation, convergence, social audit and grievance redressal.

Exemplification
The three States that went below the district level did so because the people who will actually issue a Rural Rozgar Guarantee Card sit at the Gram Panchayat, not at the district headquarters.
Problematisation
Orientation is not capacity: the release counts meetings and attendance, not plans prepared or cards issued, and the same Gram Panchayat is being made planner, implementer and auditor of its own work.
Way-forward
The measure worth publishing next is the number of Viksit Gram Panchayat Plans actually prepared and the number of social audits completed, which would show whether the briefings reached practice.
Position
Every rural guarantee in India eventually rests on the administrative capacity of the smallest elected unit, and a training campaign is the cheapest possible answer to a staffing problem.
