PMGSY-IV opens with 110 roads worth ₹1,503 crore in Udhampur

Batch-I of 2026-27 covers 598.455 km across five hill districts of Jammu and Kashmir, is expected to benefit 46,972 people, and uses waste plastics in several packages.

What happened

For Prelims

For UPSC: A usable illustration of rural connectivity in difficult terrain and of the development-security argument in Jammu and Kashmir. Use it on the PMGSY phases, on last-mile infrastructure, and on the clearance bottleneck in hill road building.
What it is NOT: The ₹1,503.53 crore is a sanctioned cost at the foundation-stone stage and not expenditure incurred — the contractor defaults raised by legislators at the same event are why the two differ.

Anchor
A Union Minister argued for rural roads in counter-militancy terms, which is how PMGSY is actually justified in Jammu and Kashmir even though the scheme itself is a connectivity programme.
Substantiation (data)
110 roads, 598.455 km and ₹1,503.53 crore for 46,972 people across five districts, in a constituency that drew ₹1,524 crore of the Union Territory's ₹3,566 crore PMGSY allocation.
Exemplification
Waste plastics are recorded across several packages of the project statement, taking a disposal problem into the road surface.
Problematisation
Legislators at the same event raised forest clearances and contractor defaults — the two reasons sanctioned hill roads do not become built hill roads.
Way-forward
Foundation stones are a weak indicator; the measure worth tracking is completed kilometres a year against the 598.455 km sanctioned here.
Position
Concentrating about two-fifths of a Union Territory's rural roads money in one parliamentary constituency may be defensible on terrain, but the release offers terrain and political priority interchangeably as the explanation.
