Water security written into the rural employment Act's plans

The Drinking Water and Sanitation Department asks States to fold JJM 2.0 and SBM-G 2.0 works into Viksit Gram Panchayat Plans under the VB-G RAM G Act, 2025, and to geo-tag every asset.

What happened

For Prelims

For UPSC: A precise example of how the Union engineers convergence without merging budgets — through planning documents, committee membership and a shared asset register. Use it on cooperative federalism, scheme implementation and rural water security.
What it is NOT: This is not a merger of schemes — JJM 2.0, SBM-G 2.0 and works under the Act keep their own funds and guidelines; only planning and asset records are integrated.

Anchor
Convergence here is enforced through paperwork rather than money — the plan, the committee seat and the geo-tagged asset register, with each scheme's funds left exactly where they were.
Substantiation (data)
JJM 2.0, approved 10 March 2026, and SBM-G 2.0 works are to be folded into Viksit Gram Panchayat Plans under the VB-G RAM G Act, 2025, in which water security is one of four thematic focus areas.
Exemplification
States must seat the Rural Water Supply or PHED official on the State-level Steering Committee and nominate nodal officers on both sides — convergence written as a seating plan.
Problematisation
Departments converge on paper and diverge in execution while funds, sanction powers and reporting lines stay separate; a shared plan does not settle a contested work priority in the panchayat.
Way-forward
Make the geo-tagged entry on the national rural infrastructure stack the condition for treating a work as complete, so the asset register becomes the point of enforcement.
Position
What decides whether rural water works last is the gram panchayat plan, not the mission guideline — which is why moving the argument into the VGPP matters more than the circular itself.
Deploys into: Federalism + government policies (GS2.2, GS2.10) · scheme convergence, rural water security and gram panchayat-level planning.
