PRAGATI reviews ₹30,000 crore of projects across nine states
The 53rd PRAGATI meeting took six rail, road and power projects plus AgriStack and digital-arrest fraud, with the instruction that a project be monitored whole rather than package by package.
What happened
- The Prime Minister chaired the 53rd PRAGATI meeting at Seva Teerth.
- Six projects in the railway, road and power sectors were reviewed.
- They span nine States and cost more than ₹30,000 crore in total.
- He asked that projects be monitored as an integrated whole, not as separate packages.
- AgriStack and cyber fraud including 'digital arrest' were also reviewed.
For Prelims
- PRAGATI: Pro-Active Governance and Timely Implementation, launched 25 March 2015.
- What it is: an ICT-enabled, multi-modal, multi-purpose platform, designed in-house by the PMO with the National Informatics Centre.
- Three technologies bundled: digital data management, video-conferencing and geospatial technology.
- Three tiers: the PMO, Union Government Secretaries and State Chief Secretaries on a single platform.
- Cadence: PRAGATI Day is held once a month, on the fourth Wednesday.
- This edition: the 53rd meeting — six projects, nine States, more than ₹30,000 crore.
- AgriStack: reviewed under the Digital Agriculture Mission, with AI to be applied across the agricultural value chain from input planning to processing.
- Also on the agenda: cyber fraud including 'digital arrest', with awareness campaigns directed at senior citizens and youth.
For UPSC: The standing example of the executive using technology for coordination rather than for service delivery — a project-monitoring and grievance platform that puts the Centre and the States in the same room. Best deployed on implementation gaps and cooperative federalism.
What it is NOT: PRAGATI is not a scheme and not a clearance authority — it approves nothing and funds nothing. A project reaches it because it is stuck, not because it is new.

Anchor
India's infrastructure performance is measured in packages completed but experienced in projects commissioned, and the gap between the two is where delay lives.
Substantiation (data)
Fifty-three meetings since March 2015; this one covered six projects across nine States worth more than ₹30,000 crore.
Exemplification
A road built in stretches that never opens as a road is exactly the failure the 'integrated whole' instruction is aimed at.
Problematisation
A monthly video conference chaired by the Prime Minister is a powerful escalation route but a scarce one, and it does not repair the inter-agency coordination that caused the delay.
Way-forward
Push the common utility corridor idea into the planning stage, where it costs design effort rather than excavation.
Position
The stated position is that delay is not merely cost escalation but a postponed benefit to citizens — which makes it a governance failure rather than an accounting one.
Deploys into: Governance and e-governance + government interventions (GS2.15, GS2.10) · project implementation, cooperative federalism and technology in public administration.
