India asks the world to treat drought as preventable

At UNCCD CoP17 in Ulaanbaatar, Bhupender Yadav argued for drought as a predictable, preventable risk rather than a recurring disaster — 'restore the forest, before the flow'.

For UPSC: The vocabulary shift matters more than the schemes — 'drought as risk, not disaster' moves the subject from relief to preparedness, which is how disaster management questions are now framed.
What it is NOT: Drought is not within the UNFCCC's remit — desertification, land degradation and drought sit with the UNCCD; and UNCCD Conferences of Parties are held every two years, not annually.

UNCCD, adopted in 1994 with 197 parties and a secretariat at Bonn, took drought resilience to ministerial level at CoP17 in Ulaanbaatar.

Problematisation
India's own instruments are spread across watershed development, drinking water, crop insurance and employment guarantee, which makes drought everybody's mandate and nobody's.
Way-forward
Fund early warning and ecosystem restoration ahead of the event, and treat international drought finance as additional and predictable rather than as post-disaster aid.
Position
India's stated position is that drought resilience is not optional for the most vulnerable but a matter of survival, and that it is willing to export its early-warning capacity.
