All DRDO conventional missile technology goes to Indian industry
Rajnath Singh has cleared transfer of every conventional missile technology DRDO holds to Indian firms for production at home, with MSMEs named as intended entrants to the supply chain.
What happened
- Raksha Mantri Rajnath Singh approved transfer of DRDO technology for all conventional missile systems.
- Production is to be undertaken by the Indian defence industry within the country.

What it is NOT: This is not an order book and not a transfer of strategic systems — the approval covers conventional missiles only, and a firm must still qualify and certify before it produces anything.

Exemplification
The IGMDP of 1983 built five missile systems inside a state laboratory; forty-three years on, the successor systems are being handed to private and MSME producers.
Problematisation
Transferring technology does not by itself create absorptive capacity — qualification, certification and test infrastructure remain the binding constraint on how fast a firm can actually produce.
Way-forward
Pair the transfer with certification capacity and assured order flow, because a licence without demand does not build an industrial base.
Position
The government's stated position is that domestic value addition and reduced import dependence follow from owning technology rather than from assembling someone else's.
