Cambodia trade grows 36 per cent from a very small base

The third India-Cambodia Joint Working Group on Trade and Investment met at Phnom Penh, with UPI already live at Cambodian merchants and an investment treaty awaiting signature.

What happened

For Prelims

For UPSC: A small bilateral that carries three larger themes at once — Act East, digital payment interoperability and investment treaty practice. Use it for India-ASEAN economic engagement and for how India is exporting payment rails alongside goods.
What it is NOT: Neither the customs MoU nor the Bilateral Investment Treaty has been signed — the meeting agreed on early signature, which is not the same as conclusion.

For Mains

Syllabus: GS2.18 · GS3.1 · Linkage L2

Anchor
The most consequential line is not about exports at all: Cambodia is being positioned as a production base from which Indian firms reach ASEAN, which makes this an outbound investment conversation.
Substantiation (data)
USD 406.78 million in 2025-26, up over 36 per cent, with April-June 2026 up 63.25 per cent — yet still 0.31 per cent of India's trade with ASEAN.
Exemplification
UPI went live at KHQR-enabled merchants in Phnom Penh on 2 June 2026, and the next step discussed is Cambodian apps scanning UPI codes in India — reciprocity, not export.
Problematisation
Percentage growth on a USD 300 million base flatters; without the customs MoU and investment treaty actually signed, the institutional plumbing lags the rhetoric.
Way-forward
Sign the customs MoU and the Bilateral Investment Treaty before the 2027 meeting, and use the priority-sector list to give the treaty something concrete to protect.
Position
India's Act East arithmetic will not change through summits; it changes when an Indian firm manufactures in Phnom Penh and ships into ASEAN tariff-free.
