AI is to be turned on the Multi Agency Centre's intelligence pile
The 9th National Security Strategies Conference took up counter-terrorism, a narcotics vision document, trial in absentia and cyber-crime, with day two on drones, the blue economy and bio-security.
What happened
- The 9th National Security Strategies Conference was inaugurated in New Delhi by Amit Shah.
- It was held in hybrid format with over 850 participants.
- The Home Minister directed AI-based analysis of information on Multi Agency Centre platforms to create SOPs.
- He urged use of trial in absentia provisions and an integrated approach in UAPA cases.
- Day two covers sub-aerial systems, the blue economy, information warfare and bio-security.
For Prelims
- The conference: the 9th National Security Strategies Conference, two days, hybrid, over 850 participants.
- Since 2021: held every year in hybrid format on the Prime Minister's directions.
- MAC: the Multi Agency Centre, the platform for fusion, analysis and operationalisation of intelligence.
- The AI direction: AI-based analysis of information on MAC platforms, to create standard operating procedures.
- PRAHAAR: an MHA scheme for which the Home Minister sought training for implementation.
- Trial in absentia: trying an absconding accused in his absence, urged alongside bringing back fugitives.
- UAPA: the Unlawful Activities (Prevention) Act, where a comprehensive and integrated investigative approach was directed.
- Who attends: Deputy NSAs, heads of CAPFs and central police organisations, and DGsP of states and Union Territories.
For UPSC: A single agenda that names most of India's current internal security priorities in the order the Home Ministry ranks them. Use it for intelligence coordination, counter-terrorism institutions and the emerging non-traditional security domains.
What it is NOT: The conference is a consultative forum convened by the Home Ministry, not a decision-making body — the narcotics vision document and cyber-crime framework were discussed there, not issued by it.

Anchor
The instruction to run AI over Multi Agency Centre data is an admission of the real problem: the intelligence is already collected, and the bottleneck is reading it.
Substantiation (data)
Over 850 participants across Deputy NSAs, CAPF and central police organisation heads and state DGsP, in the ninth edition of a conference held annually since 2021.
Exemplification
Day two's list — sub-aerial systems, the blue economy, information warfare, bio-security — shows where the threat perception has moved since the conference began.
Problematisation
Each of those four domains sits across ministries and agencies; a fusion platform helps only if someone owns the mandate to act on what the fusion produces.
Way-forward
Convert the standard operating procedures into named lead agencies for drones, maritime security and bio-security, so coordination has an addressee.
Position
Internal security doctrine in India is now being written upwards from cutting-edge field officers rather than downwards from headquarters — which is a strength only if the SOPs come back down.
Deploys into: Internal security actors + cyber security (GS3.17, GS3.18) · intelligence coordination, counter-terrorism institutions and non-traditional security domains.
