1,377 sewer deaths, 1,223 compensated, 750 FIRs

At its 33rd Foundation Day the National Commission for Safai Karamcharis put numbers to the accountability gap in sewer and septic tank deaths — compensation has moved faster than criminal process.

For UPSC: The most citable pair of numbers on manual scavenging accountability available this year. Use it for welfare of vulnerable sections, the gap between legislation and enforcement, and the limits of recommendatory commissions.
What it is NOT: NCSK neither registers FIRs nor awards compensation — it monitors, recommends and pursues the state governments and local bodies that do, which is precisely why the FIR figure lags the compensation figure.

Anchor
The state has compensated the families of nearly nine in ten reported sewer deaths but opened a criminal case in barely half — money is easier to release than accountability is to fix.
Substantiation (data)
Of 1,377 reported sewer and septic tank deaths, compensation has been paid in 1,223 cases and FIRs registered in 750; the Commission receives more than 1,200 complaints a year.
Exemplification
Compensation moved because the Supreme Court directed an amount and a payer; the FIR has no equivalent single addressee, and so it depends on the local body that employed the worker.
Problematisation
A body that can only recommend must persuade the same municipal employers whose contractors are the potential accused, and a missed-call grievance line does not change that structure.
Way-forward
Make the FIR automatic on report of a sewer death, as compensation now effectively is, and publish case-wise status so the two counts can be compared district by district.
Position
Manual scavenging has been prohibited for over a decade; what remains unprohibited in practice is the impunity of the employer who sends a worker into a sewer.
