West Bengal's hills are promised a permanent political solution

A Siliguri meeting chaired by the Union Home Minister took up demands for a distinct identity and recognition under the Constitution, and set up a committee under interlocutor Pankaj Kumar Singh to finalise modalities.

For Prelims

For UPSC: The live template for how the Union handles identity-based autonomy demands — interlocutor, committee, agreement, constitutional framing. Use it for centre-state relations, autonomy arrangements and the management of sub-regional identity politics.
What it is NOT: No new state, autonomous council or constitutional amendment has been announced — only a promise of a solution within the Constitution and a committee to work out how.

Anchor
The most consequential words in the announcement are 'under the umbrella of the Constitution of India' — they concede recognition while ruling out redrawing the map.
Substantiation (data)
A Siliguri meeting with the Union Home Minister, the Chief Minister of West Bengal, two MPs, three MLAs and the leaders of GJM, GNLF, CPRM, GoRaNiMo and Sumetee, plus a committee under interlocutor Pankaj Kumar Singh.
Exemplification
Appointing a former Deputy National Security Advisor as interlocutor places a hill settlement in the same procedural family as the Union's other negotiated accords.
Problematisation
Promises of a permanent solution for these hills have historically produced councils rather than settlements, and the demand for recognition under the Constitution has no agreed constitutional vehicle attached to it yet.
Way-forward
Publish the committee's terms of reference and a timeline so the modalities exercise is measurable rather than open-ended.
Position
Autonomy demands are settled by the specificity of the instrument offered, not by the warmth of the meeting that offers it.
