Jal Jeevan Mission turns seven with rural tap coverage up from 3.23 crore households to 15.91 crore, 2.04 lakh villages certified Har Ghar Jal, and the emphasis in phase two shifting from connections to whether they keep working.

For UPSC: The rural water benchmark. Use it for drinking water as a service rather than an asset, source sustainability and groundwater depletion, community ownership through Gram Sabha certification, and the health and time-poverty returns of household water.
What it is NOT: Coverage counts connections provided, not water actually flowing — functionality, quality and source sustainability are precisely what phase two exists to address, which is an admission that the first phase measured the easier thing.

A connection in an over-exploited aquifer is a pipe without a future, and JJM 2.0's own priorities — functionality and source sustainability — concede that coverage was the easier metric.

Fund source strengthening and aquifer recharge alongside distribution, and publish functionality audits rather than connection counts.
