For the first time, you can count yourself

Census 2027's first phase is done in 31 States and UTs, ₹4,102 crore has been released, and self-enumeration through an online portal is being offered for the first time in an Indian Census.

What happened

For Prelims

For UPSC: The administrative-machinery card for the Census. Use it for the Census Act 1948 and Union-State coordination, digital enumeration and data quality, non-synchronous areas, and the downstream uses of Census data in delimitation and welfare targeting.
What it is NOT: Self-enumeration is an option offered alongside enumerator visits, not a replacement for them — and phase one is a housing count, not the population count that gives the Census its headline numbers.

Anchor
A census is the largest peacetime administrative operation a state runs — and this one is being run partly by the counted themselves.
Substantiation (data)
Phase one complete in 31 States and UTs, ₹4,102 crore released, and self-enumeration offered 17–31 August through an online portal.
Exemplification
Ladakh and snow-bound parts of J&K, Himachal and Uttarakhand are enumerated in September because winter would close them off on the synchronous date.
Problematisation
Self-enumeration risks systematic under-count among those without devices or literacy — precisely the populations a census exists to make visible.
Way-forward
Audit self-enumerated returns against enumerator visits, and publish coverage-error estimates alongside the counts.
Position
A count is only as good as the people it does not miss.
