Census 2027's first phase is done in 31 States and UTs, ₹4,102 crore has been released, and self-enumeration through an online portal is being offered for the first time in an Indian Census.
What happened
- The first phase of Census 2027 — Houselisting and Housing Census — is complete in 31 States and UTs.
- Population Enumeration in snow-bound non-synchronous areas runs 1–30 September 2026, with a revisional round to 5 October.
- Self-enumeration through an online portal is offered 17–31 August 2026 — a first for an Indian Census.
- The Census Management and Monitoring System portal and mobile apps have been deployed.
- ₹4,102 crore has been released to States and UTs for training, manpower and infrastructure.

What it is NOT: Self-enumeration is an option offered alongside enumerator visits, not a replacement for them — and phase one is a housing count, not the population count that gives the Census its headline numbers.

Exemplification

Problematisation
Self-enumeration risks systematic under-count among those without devices or literacy — precisely the populations a census exists to make visible.
Way-forward
Audit self-enumerated returns against enumerator visits, and publish coverage-error estimates alongside the counts.
