Indian and US divers rehearse defusing the same bomb

The eighth edition of the Indian Navy–US Navy Explosive Ordnance Disposal exercise begins at Southern Naval Command, Kochi — a specialist strand of a salvage and EOD partnership running since 2005.

What happened

For Prelims

For UPSC: A compact defence-diplomacy entry. Use it for India-US defence cooperation and the foundational agreements, mine countermeasures and harbour defence, and exercises as instruments of interoperability short of alliance.
What it is NOT: This is a specialist training exercise between diving and EOD teams, not a combat or fleet-level exercise, and it carries no operational or alliance commitment.

For Mains

Syllabus: GS3.20 · GS2.19 · Linkage L3

Anchor
Interoperability is not built at summits; it is built by two teams working on the same device.
Substantiation (data)
The eighth edition of a specialised exercise, within a salvage and EOD partnership running since 2005, held over five days at Kochi.
Exemplification
Subject Matter Expert Exchanges, cross-training and scenario-based drills let each side read the other's operational concepts and employment philosophy.
Problematisation
Exercise-level familiarity does not convert into operational coordination without common communications and logistics arrangements.
Way-forward
Extend EOD cooperation to regional partners in the Indian Ocean, where mine clearance and ordnance disposal are shared public goods.
Position
India's defence partnerships work best where they build capability without buying commitment.
