For Prelims
- SVAMITVA: Survey of Villages and Mapping with Improvised Technology in Village Areas — drone mapping of rural abadi land.
- Progress: drone survey in 3.30 lakh villages; 3.24 crore cards prepared; 2.72 crore distributed.
- Abadi land: the inhabited part of a village, historically outside formal revenue records.
- Record of Rights: the legal document of ownership the scheme confers.
- Credit link: the Ministry, Department of Financial Services and state revenue departments are enabling bank loans against the cards, via the SLBC.
- Note: SVAMITVA is not integrated with eGramSwaraj, which is a panchayat planning and accounting system.
For UPSC: A land-governance and rural-credit item. Use it for property rights and the formalisation of assets, technology (drones and geospatial mapping) in administration, dead capital and access to credit, and reducing land disputes.
What it is NOT: A property card is a Record of Rights created from survey — it does not by itself guarantee a bank loan, and acceptance as collateral is still being built up bank by bank.
For Mains
Syllabus: GS2.15 · GS3.1 · Linkage L2
Anchor
A drone flies over a village and a house becomes an asset.
Substantiation (data)
Drone survey complete in 3.30 lakh villages; 3.24 crore cards prepared and 2.72 crore distributed, with banks beginning to lend against them.
Exemplification
Working through the State Level Bankers' Committee to get cards accepted as collateral is the step that converts a document into credit.
Problematisation
Titles alone do not create credit: bank acceptance, valuation, dispute resolution and updating of records after transactions all lag.
Way-forward
Standardise card acceptance across banks, keep records live after sales and inheritance, and link with land-dispute resolution.
Position
Formal property rights are only as valuable as the institutions willing to act on them.
Deploys into: Governance + economy (GS2.15, GS3.1) · property rights and formalisation, geospatial technology in administration, and rural credit against titled assets.
