The anti-paper-leak law gets sharper teeth

The government introduced the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 in the Lok Sabha — adding fast-tracked investigation, Special Fast Track Courts, special prosecutors and stiffer penalties to the 2024 law against exam leaks and organised cheating.

What happened

For Prelims

For UPSC: A governance-and-education item on institutional design. Use it for exam integrity, the Public Examinations Act 2024 and its 2026 amendment, fast-track courts and special prosecutors, and the shift from legislation to credible, speedy enforcement.
What it is NOT: This is an amendment Bill to strengthen enforcement machinery — not a new standalone law; the parent Public Examinations Act 2024 already criminalises leaks and organised cheating.

Anchor
From law to enforcement — arming the anti-paper-leak framework with courts and prosecutors.
Substantiation (data)
The 2026 Amendment Bill adds fast-tracked investigation, Special Fast Track Courts, Special Public Prosecutors and time-bound appeals to the 2024 Act.
Exemplification
It pairs with the PM's Nilekani-led exam-reform task force — legal deterrence plus systemic redesign.
Problematisation
Special courts and prosecutors need capacity; deterrence also depends on securing the exam supply chain and technology.
Way-forward
Resource the new machinery, combine it with secure exam technology and process reform, and strengthen testing agencies like the NTA.
Position
Credible, leak-proof examinations underpin merit and equal opportunity — worth both tough law and swift enforcement.
